Dear Mr. Perez,
DEQ has received a Final Site Plan for Albemarle County Public Safety Training Facility. Firearms Range,
prepared by Kimley -Horn and Associates, Inc. and sent by your office with a transmittal dated -12/12712. -- - -
Following the review, DEQ has concerns of two drainage outlets, as shown in Sheet Number CR -105 of the
final site plan. These two outlets are the outlet of the 105 -2 culvert and the outlet of a road side ditch west of
the 105 -2 culvert, as shown in the first page of the attached file, and are located on the border of the limit of
waste. It appears that the road shown in the final site plan at the culvert location was moved south toward the
landfill from the location shown in the preliminary site plan (Page 2 of the attached file). This southward shift of
the road also moves the locations of these two outlets to the border of the waste limit.
DEQ's concerns of these two outlets include that
1. The placement of riprap in the outlets will involve in excavating down to the existing landfill cap, which
will reduce the landfill cover thickness and increase infiltration into the landfill.
2. These two outlets will convey concentrated stormwater flow directly onto the landfill cover. The
concentrated flows will potentially cause erosions of the landfill cover at the downstream of these outlet
locations.
DEQ recommends moving the road back to the location shown on the preliminary site plan such that the
constriction of the outlets will not intrude the landfill cover and that stormwater flow on the landfill cover will
remain in sheet flow condition.
