Perez, Senior Planner Division: Current Development Date: January 30, 2013 Subject: SUB 2012 — 00094 Willow Lake View — Final (lots C1 -C8, Al, A2, and Common Area) The County of Albemarle Division of Current Development will grant or recommend approval of the Final plat referenced above once the following comments have been addressed: [Each comment is preceded by the applicable reference, which is to the Subdivision /Zoning Ordinances unless otherwise specified.] 1) [Condition of Approval SUBZ010 -156 1] Provide the following note: "All grading shall he in general accord with the grading .shorn on the plat titled "Willow Lake View Preliminary Subdivision fiat" (St1B2010- 00156) last revised 23 March, 2011. Grading f6r lots C1 and C'2 shall he performed at the screen there. Croding for lot's C7 & C:8 shall be performed at the some time. Grading for lots Q. C4, CS, and C6 shall be performed at the some time. trading for lots Al and A2 navy occur individu ally." Please revise. REV 1. Comment addressed. 2) [Condition of Approval SUBZ 10 -156 #2] The final plat must show easements necessary to allow grading to occur in accord with condition #1. Thus the grading easements for each of the lots shall be larger and encompass all grading to occur on the lots. Revise. REV 1. Comment addressed. 3) [Condition of Approval SU62010 -156 #3] It appears that the location of the proposed 1.5' access easement to the recreation & c€arnmon area does not match the location as shown on preliminary plat? Revise the access easement to match preliminary plat, which depicts this e sernent on the property line of C1 and C2 and more in conformity with the new temp grading easement. Rev.. Comment no lore er anaficable doe to determination by the Agent. 4) [Condition of Approval SUB2010 -156 #4] The final plat must depict the sheared driveways for access as shown on the preliminary plat. Please depict these access ways on the final plat. REV . Comment addressed, 5) [14-- 303(C)] Provide the dimensions of the shared driveway easements on -the final plat. These easements must also be labeled as "shared driveway easement" and the easernent holder(s) shall be Identified on the plat. Also on the plat provide a note stating "The maintenance of the shared driveway easernents shall be by the owners of the lots affected by the shared driveway easement, not by the Virginia Department of Transportation or the County. "REV 1. Comment addressed. 6) -317] Provide maintenance agreements for each of.the "shared driveways "; these will be submitted for County Attorney review and approval. To aid in -the development of these does, I have attached a shared maintenance agreement template. Rev 1. Per discussions with applicant the County is in a reeance that the only true "shared driveway" is for Leas C1 and C.2. Please 7) [14 -316] The subdivider shall submit, prior to or with the final plat, evidence satisfactory to the agent that the entrance of the principal means of access for each lot onto any existing or proposed public street complies with Virginia Department of Transportation standards. Rev 33. 8) [Condition of Approval SI B20 .0 -156 5] The final plat must depict the 00' strearn buffer for the normal pool of Willow Lake. Please revise to show the buffer on all applicable lots. Also, pursuant to section 14-303(J) of the subdivision ordinance, on the plat provide a note which explains why the buffer has been provided as shown, ie. Planning Commission Condition of Approval #.5, dated... REV .. Comment addressed. 9) [Comment] The final plat attempts to extinguish the 5' wide sidewalk easement located on Lot C6 and C7. In carder for this to be done the HOA needs to sign off on this, or have this vacated on some other plat because these owners do riot own the easement. Rev 1. Per discussions with the applicant they intend to Rut this item in the deers and eed work for County review. Rev . Comment addressed received signed document by HOA (Amy Smith), 10. [14-303(G) & 2MA1984 -01] With regard to the portion ofTMP 77EI -I-R deemed "Common Area" to remain undeveloped, per condition #9 of the proffers from 2MA1.984 -0 . (see attached document) thus this area shall be in ownership of a "Willow Lake Property Owners Association ", is this the intent of the developer? Rev3. Comment addressed. 11. [Condition of Approval SUB2010 -156 #1(c)] Provide the open space maintenance documents for review and approval by the County Attorney. If these have already been approved, provide approval letter and a copy of the documents for the file. To aid in the development of these docs, I have attached a template. Rev3. County Attorney has reviewed the draft document and requested the applicant utilize an alternative template with the suaaested revisions. Awaiting resubmittal of the document, once submitted it will be sent to the County Attorney for review. 12. [Comment] The final plat has a note on sheet 2 and 3 which states "This plat not for recordation..." Revise appropriately; such as omitting the note on sheets to be recorded as well as revisions of the sheet numbers depending on how many sheets will be Included in the plat -to be recorded. REV 1. Comment addressed. 13. [14 -414] public water and sewer are required for this development. Install the utilities [14 -434] or bond the installation [14 -435] prior to approval of the plat. Rev I Comment will be addressed prior to approval of the final plat. 14.. [14 -3 2 ( )] On the plat the setbacks listed in note "IT' incorrectly lists side yard setbacks as 15' these setbacks are actually 10'. Please revise. REVI Comment addressed. 15. [14-302B(5)] Can the plat under the zoning of the properties, please provide the rezoning. information for ZMA1334 -01 wj proffers. REV I. Comment addressed. I would like all manholes shown. Thanks for catching that. I have attached a GIS map showing the location of manholes which can be forwarded to the applicant. You can inform the applicant that they can e-mail a PDF of the updated plat for approval instead of going through county distribution. Thanks. Alexander J. Chris Perez and I were on a field check earlier this month and noted a sanitary manhole which wasn't included on the final plat. After looking at the plat this morning, it appears there could be another manhole where the easement bends near the bottom of proposed lots C3 & C2. Could you advise if all ACSAfacilities (including the missing manhole in C6) should be shown for this plat?
