RE: SDP201300005 Hollymead Substation — Minor Amendment
Dear Charlene:
Your minor amendment has been reviewed. In order for the minor amendment to be approved the
following revisions are required:
1. [32.5.2(a)] Provide the name of the owner on the Cover Sheet. Please also add R -15 to the
Zoning note, a portion of this parcel is zoned R -1 and a portion is zoned R -15.
2. [32.5.2(a)] Please verify the accuracy of the boundary lines. The lines shown (within proximity of
the proposed work) appear much closer than those shown in GIS.
3. [32.5.2(a)] Provide the source of survey and topography.
4. [32.5.2(d)] Show areas of the site where existing slopes are critical slopes.
5. [4.2.6(c)] The Agent has determined that this use is exempt from the building site requirements
of section 4.2.2. The applicable exemption section reads as follows, A lot, structure, or
improvement may be exempt from the requirements of section 4.2 as provided herein:
... (c)Accessways, public utility lines and appurtenances, stormwater management facilities, and
any other public facilities necessary to allow the use of the parcel shall not be required to be
located within a building site and shall not be subject to the requirements of this section 4.2.2,
provided that the applicant demonstrates that no reasonable alternative location or alignment
exists. The county engineer shall require that protective and restorative measures be installed
and maintained as deemed necessary to insure that the development will be consistent with the
intent of section 4.2 of this chapter." Engineering comment #1 may be disregarded, but the
reviewing engineer can require additional protective or restorative measures as noted above.
6. [32.6.1(a)] Site Plans, and any amendments to a plan, must be prepared, sealed, signed and
dated by an architect, professional engineer, land surveyor, or certified landscape architect, each
of whom shall be licensed to practice in the Commonwealth of Virginia. Please seal, sign and
date each page of the plan set.
7. [32.6.20)] The landscape plan sheet should show any proposed tree removal.
8. [32.6.20) & 32.7.9.4(b)] Existing trees may be preserved in lieu of planting new plant materials in
order to satisfy the landscaping and screening requirements of section 32.7.9. The landscape
plan should show the trees to be preserved, the limits of clearing, the location and type of
protective fencing, grade changes requiring tree wells or walls, and trenching or tunneling
proposed beyond the limits of clearing. The applicant shall sign a conservation checklist
approved by the agent to ensure that the specified trees will be protected during construction.
Except as otherwise expressly approved by the agent in a particular case, the checklist shall
conform to the specifications in the Virginia Erosion and Sediment Control Handbook, pages III -
393 through III -413, and as hereafter amended. This checklist should be scanned and added to
the Landscape Plan Sheet.
9. [32.6.20) & 32.7.9.7] Screening that meets the requirements of 32.7.9.7(d) is required (minimum
20' depth). It appears that existing vegetation meets this requirement; please verify. If this is
correct, the addition of the above -noted conservation plan and checklist will satisfy this comment.
10. [32.6.20) & 32.7.9.8] Tree canopy that meets the requirements of 32.7.9.8(a)(1) is required
(minimum 10% of parcel). It appears that existing vegetation meets this requirement; please
verify. If this is correct, the addition of the above -noted conservation plan and checklist will
satisfy this comment.
11. [32.6.2(k) & 4.17] Please clarify if any new outdoor lighting is proposed. If new fixtures are
proposed, a lighting plan must be submitted that meets the requirements of section 4.17.
12. [Comment] This site plan amendment cannot be approved until VDOT completes their review
and grants their approval; comments will be forwarded upon receipt. Zoning, Fire /Rescue,
inspections, and ACSA have completed their reviews and each has no objection. Engineering
comments have been provided.
Staff has provided references to provisions of Chapter 18 of the Code of the County of Albemarle. The
Code is kept up to date by the County Attorney's office. The Code may found on the County Attorney's
website which may be found under "Departments and Services" at Albemarle.org.
In accord with the provisions of Section 32.4.3.5 of Chapter 18 of the Code if the developer fails to submit
a revised final site plan to address all of the requirements within six (6) months after the date of this letter
the application shall be deemed to have been voluntarily withdrawn by the developer.
