Mr. Collins:
This letter is to inform you that your request to add an outdoor patio area with a seat wall and
fire pit in Block 2 has been denied. The request is within County owned property and will need
to be purchased by the County and approved by the Board of Supervisors. You will need to
contact Parks and Recreation about purchasing the property, and work with the County
Attorney's office as well.

Subject: Old Trail Village, Block 2, Letter of Revision #2 (SDP -2009- 00045)
The second letter of revision for the Old Trail Village Block 2 site plan (SDP- 2009 - 00045), received 4
January 2012, has been reviewed by engineering staff. You and I will likely need to discuss these
comments before our memos are sent out. It seems the volume and degree of these changes may warrant
this plan being considered a minor amendment rather than a letter of revision.
1. The proffered dedication of the park area may complicate any changes to the site plan that are now
proposed on county property unless the dedication was done in such a way that granted permission
to the applicant to modify the site in any way they choose indefinitely. This application may need
to be brought to the attention of the county attorney's office to make sure these changes and the
subsequent construction these changes require are suitable without BOS or County Executive
approval. Disturbances include or will include: the addition of a grease trap and two sewer
laterals, the addition of a drainage pipe from beneath the memory garden, a modification to the
grading of the walking path and the area around it on the eastern side of the building, the
modification to the pipe system north of the building, and the construction of a channel from pipe
19 to the stormwater facility.
2. There are other areas of the site that do not match the approved plan that have not been identified
by the applicant. The applicant should clarify whether these areas are being modified with this
plan or whether the mismatch was an accident and have it corrected on the next submittal. The
road plan for Golf Drive from Sta. 16 +00 to Sta. 19 +50, the drainage system downstream of pipe
19, and the entire lawn area are a few other sections of the site that do not match the approved
plan.
The section of Golf Drive that has been removed is not needed to provide frontage or access for
any lot currently proposed, but there will be a question as to when it will be required. If the zoning
and subdivisions agents allow a portion of this road to be removed from the site plan, they should
clarify when staff should require it be constructed. All road sheets of the original set must be
amended as part of this application. If the daylighting of pipe 19 was an intentional change, a
properly sized channel will need to be designed and constructed from the end section to the
biofilter forebay. The drainage calculation and profiles sheets will also need to be amended
accordingly. Engineering review has no comments on the design of the lawn.
3. The applicant will need to provide profiles and pipe computations for the modifications that were
made on the north and southern ends of this site plan. The profile and calculations sheets of the
original application will need to be modified.
4. The sidewalk to the memory garden is graded at a slope of 16% which is hardly convenient for the
citizens who will use this site. [18- 32.7.2.8]

I reviewed the sheets you sent and have a couple comments:
• The sight lines should start at a point that is 20 feet back from the center of the closest through lane. It looks like
you have them 20 feet back from the centerline of the road. This change should not cause any sight problems but
should be shown correctly on the sheets.
• The 2 street trees at station 21 +50 to 21 +00 along Claremont Lane are within the 30 feet of the intersection of
Brookley Dr. and the site entrance at station 21 +40 + / -. If you place one tree in between where the two are now,
you should meet the 30 foot offset.
• The entrance profiles look good.

This approval is predicated on the fact that the design and materials, as proposed and exhibited for review, will
be used. This application is approved with the condition that mechanical equipment shall not be visible from
the Entrance Corridor. The acceptance of approval implies that the applicant has agreed to execute the design
as indicated on the site plan, attachments, materials, samples, and other submittal items presented. Any change
in the approved design or materials will require an amendment to the plan and must be reviewed and approved
by the Architectural Review Board.

1. [32.5.6 (b); 4.12.8 (e)] Provide an instrument for the shared parking for Block 1 and
Block 2 for review and approval from the County Attorney as specified in section 4.12.8
(e). The final site plan will not be signed until this instrument has been received and
approved. If the site plan is not signed within 6 months, we will acquire this instrument
through other means.
Revl: The instrument needs to be submitted to the county for review and approval
from the County Attorney.
2. [Shared Parking Agreement] On sheet S -1 the note stating that Phase II will remain as a
level grass field for parking for Block 1 is not acceptable. Since Block 1 and 2 are sharing
parking, and Block 1 needs the parking that is shown in Phase 11, the parking must be
built otherwise the percentage of shared parking will exceed the percentage that was
approved.
Revl: In your response letter you state that "the parking between Block 1, phase 1
and Block 2, phase 1 is more than adequate for the initial phases of these two
blocks ", if this is the case you need to break out the parking per phase in the
required parking chart to show how it is being met. It appears that the parking for
Phase 2 in Block 2 is needed, since the temporary parking lot was located there.
Could you just put the building in Phase 2 and include the parking in Phase 1?
3. [32.6.6 0)] On the lighting plan, provide the LLF in the chart. The LLF needs to be 1.0.
Revise the photometric plan if LLF used was less than 1.0.
