I was trying to determine if this plan even needed to be reviewed by the County, and that required considerable consultation with my bosses and the people in Zoning. After much conversation, it has been determined that a site plan (or amendment to the site plan) is not required. The proposal doesn't require additional parking and no change to the entrance is proposed or required. I will mark this application as withdrawn in our tracking software. Section 32.2.e explains that no site plan is required for this type of proposal: 32.2 APPLICABILITY Any construction, use, change in use or other development is permitted in any zoning district only with an approved site plan complying with the requirements of section 32, other applicable requirements of this chapter, and all other applicable laws; provided that no site plan shall be required for the following:... e. Any change in or expansion of a use unless: (i) the change or expansion requires additional parking under section 4.12; (ii) additional ingress /egress or alteration of existing ingress /egress is required by the Virginia Department of Transportation based on the intensification of the use; or (iii) additional ingress /egress or the alteration of existing ingress /egress is proposed by the developer. While no site plan is required, the engineer that's been reviewing this plan does seem to think that you likely have more than 10,000 SF of disturbance proposed. If this is the case, you will need to submit a WPO application for review. If no WPO application is submitted and during construction it's determined that the disturbance exceeds 10,000 SF, work will be delayed until a WPO plan is approved. You will also have to apply for the required building permits. I just wanted you to be aware of the other items that you will need to submit. If you have any questions, please let me know.
