Context The site is located on the south side of Route 649 (Airport Road) just west of the intersection with Route 29 North. The front of the building faces Route 29 and is located approximately 300 feet from the its right -of -way. A gas station and bank building, side by side, are located between Route 29 and the parcel under review. The side of the building faces the Airport Road Corridor and is located approximately 75 feet from its right -of -way (Attachment B). The area is characterized by dense commercial development. Visibility The proposed signs are expected to have very limited, if any, visibility from the northbound lane of Route 29 due to their location behind buildings fronting Route 29. The signs are expected to have limited visibility from the southbound lane of Route 29 at the intersection with Route 649 (Attachment A — Photo A) and to have high visibility fr om the Route 649 (Airport Road) Corridor. Letters and a logo can would be attached to the front backer panel. A second logo can would be attached to the side backer panel. A separate panel sign is proposed for the side wall of the building. The size of a wall sign shall be coordinated with the size of the architectural element on which it is placed. The sign should not overcrowd the architectural element, the wall, or the sign area. Buildings and building elements should not be used as a billboard. The ARB will consider the degree of visibility, the distance from the Entrance Corridor, and the architectural design of the building and the sign area in its determination of appropriate sizes and placement. Placement: The design of a building's walls, window locations, parapets and other architectural features shall influence the Board's evaluation of appropriate signage. Wall signs can help establish rhythm, scale and proportion across the facade of a building. Trademarks, corporate logos and graphics: The ARB may require that the color and scale of standard templates for trademarks, service marks, corporate logos and graphics be modified. When used, trademarks, service marks, corporate logos and/or graphics should be incorporated as an integral part of the overall sign. The signs and backer panel have an uncoordinated appearance with the building. The L -shape and vertical orientation of the panel make it sit awkwardly at the corner of the angled slope of the mansard. Pushed to the far end of the mansard, the panel is off - center relative to the colonnade openings. The ARB has recognized that a building's design, location and orientation to the Corridor may make a backer panel sign on a fake mansard the only option for a sign to be visible. Approved mansard roof sign locations at the Shopper's World shopping center are an example. Limiting the mansard sign to a single panel (with letters and logo), centered over a bay of the colonnade, would result in an integrated appearance. A return on the side of the panel structure would provide an even more finished appearance. Sign 3 is sized to cover the existing reader board sign recessed into the wall (Attachment A - Photo B). The sign type, location, color and size have a coordinated appearance with the overall building. The 3' diameter of the can is significantly taller than the 1' 6" total height of the adjacent text on Sign 1. On the 4' tall backer panel, it leaves an insufficient amount of clear space framing it from behind. As a result, the logo can looks oversized and not completely integrated with the text and panel. The white background on the logo can emphasizes the overscaled appearance. Reducing the logo can diameter to 2' and changing the background color to black would result in a more integrated appearance for the overall sign. Revise the sign proposal by removing the backer panel and logo can of Sign 2 (facing Airport Rd.) and centering the Sign 1 backer panel (facing Route 29) over a colonnade opening. Provide a return on the backer panel to give it a finished appearance from Airport Road. Reduce the logo can(s) diameter to 2' and change the background color to black. Construction of this building predates the establishment of both the Route 29 and Airport Rd. Entrance Corridors; therefore, the ARB has no purview over the paint color at this time. Because the terra cotta color results in a more coordinated overall appearance, staff recommends that the current color be maintained. Summary of Recommendations: Staff recommends the following as the primary points of discussion: 1. The backer panel sign design and its relationship to the mansard roof. 2. The logo can design, its colors, illumination and relationship to the overall sign design. Staff recommends approval of a Certificate of Appropriateness for the signs with the following conditions: 1. Revise the sign proposal by removing the backer panel and logo can of Sign 2 (facing Airport Rd.) and centering the Sign 1 backer panel (facing Route 29) over a colonnade opening. Provide a return on the backer panel to give it a finished appearance from Airport Road. 2. Reduce the logo can(s) diameter to 2' and change the background color to black. 3. Revise the sign drawings to include a bulb type and wattage (emitting less than 3,000 lumens) for the gooseneck style light fixtures. 4. Revise the sign drawings to indicate an opaque, non - illuminated background for the logo can(s). 5. Revise the sign drawings to indicate whether or not wall Sign 3 on the side elevation is to be illuminated. If illumination is proposed, external illumination with the gooseneck fixtures is preferred. 6. Revise the sign drawing to show a sign panel color that matches the dark green roof shingle. Include a specific paint brand/color or Pantone equivalent on the drawing. 7. Consider keeping the dark terra cotta red paint color, or similar color, on the side wall.
