Subject: Comments for SUB201200087 Old Ballard Farm— Two -Lot (March 8, 2013 Revision)
The Planner will recommend approval of the plat referred to above when the following items
have been fully addressed. (Additional comments or conditions may be added or eliminated
based on further review.) [Each comment is preceded by the applicable reference to the
Albemarle County Code.]
1. [14- 302(B)7] Reservoir watershed; agricultural forestal district.
Revise the name of the reservoir watershed to be South Fork Rivanna.
2. [14- 302(A)10] Right offurther division ofproposed lots.
Revise the development rights note to read: "Existing lots 1 -14 and 17 -19
may not be further divided. New lot 15 is assigned 1 development right
and may not be further divided. Revised lot 16 retains 1 development right
and may not be further divided."
3. [14- 302(B)1] General Information.
Add or revise the date of last revision with each submittal.
4. [Comment] In order to meet the definition of a 2 -lot subdivision in the Rural Areas,
Old Ballard Farm Lane must be public rather than private. Old Ballard
Farm Lane is labeled as "private," but is actually "public." Revise this
notation.
5. [14-308.1/17-402] Tier II Groundwater Assessment.
The fee for a Tier II Groundwater Assessment has not been paid. Once the
groundwater assessment fee has been paid, it will be requested/initiated.
Notice will be given for any updates regarding the results.
6. [14- 309/14 -310] Soils evaluations were received with the initial submittal and have been
forwarded to the Health Dept. Health Department review is pending.
Health Dept. approval has not yet been received. Notice will be given for
any updates.
7. [14 -311] Infrastructure improvement plans, computations and documents.
Engineering approval of the stream crossing/2 -lot subdivision is required.
Planning approval is contingent on Engineering approval of the stream
crossing.
S. [14 -316] Approval of entrance on public streets.
This plat has been forwarded to VDOT for review and approval, as the
proposed access to these lots is off of a public road (Old Ballard Farm
Lane).
9. [14 -303L] Public utility, drainage and sight distance easements.
Show the location and dimensions of each public utility, drainage and
sight distance easement outside of a street right -of -way, if any. Reference
the deed book and page number for any easements shown.
10. [14 -3035] Control points. Provide a minimum of four (4) control points, as required.
This may be submitted on a separate exhibit sheet.
11. [14 -412] Standards for private streets only.
For future reference, please be advised of the following standards for
residential private streets:
Streets serving two lots. Each private street serving two (2) lots: (i)
shall not exceed a sixteen (16) percent grade calculated over a
distance of fifty (50) feet; (ii) shall have a travelway that is at least
ten (10) feet in width; and (iii) shall include a rectangular zone
superjacent to the driveway that is clear of all obstructions,
including any structures and vegetation, that is at least ten (10) feet
in width and fourteen (14) feet in height. The subdivider shall
demonstrate to the satisfaction of the county engineer that the
street will meet the requirements of this subsection.
12. [14 -417] Maintenance agreements.
The shared driveway easement is in fact a private street. Submit a private
street maintenance agreement for review and approval by the County
Attorney's Office.
13.[14-232(B)21 When private streets in rural areas may be authorized.
The proposed shared driveway functions as a private street. Submit a
private street request for review and approval under [14 -234] Procedure to
authorize private street and related matters.
14. [14- 203(E)3] Authorization for one or more private streets within a subdivision:
Pay the $670.00 fee upon submittal of the private street request.
15. [14- 303(E)] Dimension standards and information on all lots, streets, alleys,
easements, and shared driveways. Revise the "shared driveway" label to
read "private street." Label the names of the easement holders on the plat.
16. [14- 303(M)] Street names. Provide 3 names for review and approval to E911. Contact
Andrew Slack with a list of desired road names.
