Perez- Senior Planner Division: Planning Services Date: April 5, 2013 Subject: SLJB201300032 Grayrock West Final Subdivision Plat The Planner for the Planning Services Division of the Albemarle County Department Community Development will recommend approval of the plat referred above when the following items have been satisfactorily addressed. (The following comments are those that have been identified at this time. Additional comments or conditions may be added or eliminated based on further review.) [Each comment is preceded by the applicable reference to the Albemarle County Code.] 1. Preliminary Condition for Final Plat Approval - 0211512013 "Provide a note on the final subdivision plat which indicates that the payment according to Proffer 1B (ZMA2007- 00011) shall be made prior to CO for units 5 and 6." 2. Preliminary Condition for Final Plat Approval - 0211512013 "As depicted the open space will be maintained privately by the HOA. As proposed a maintenance agreement will be required to be submitted and reviewed during final plat approval. The County Attorney will review and approve the document at that time. This instrument will be required to be recorded with the final subdivision plat." Preliminary Condition for Final Plat Approval - 0211512013 "[14- 302(A)5] Easements. As depicted on the preliminary plat, it appears some offsite grading is taking place on the adjacent property, TMP 055DO- 02- 00 -000AO (Open Space "A ") owned by Greyrock HOA. If this is the case, a letter of intent for any off -site easements are required prior to final sub plat approval. If this is not the case, assure the final subdivision plat more clearly defines the limits of disturbance." Please clarify as to whether there to be any offsite disturbance on the TMP mentioned in the above comment? 4. [14 -426, 428, and Preliminary Condition for Final Plat Approval - 0211512013] During the preliminary plat review VDOT provided the following comment: `It appears a sight distance easement is needed at the intersection of Kendall Court and Lanetown Way, looking right from Kendall Court. " Thus VDOT review and approval of the "proposed" site distance easement as depicted on the preliminary plat is required prior to final subdivision plat approval. 5. [14 -426, 428, and Preliminary Condition for Final Plat Approval - 0211512013] Dedication of land for public use, Dedication of streets. VDOT approval is required. 6. [14 -400, ZMA 2005- 0007 /Approved Concept Plan] Minimum lot requirements. Provide the plat with a notation of the required minimum lot sizes for each "block" per the Approved Concept plan from the rezoning it should read to the affect: "Lots 1 -8 shall be a min of 10, 000 SF and Lots 9 and 10 shall be no less than 9, 000 SF" 7. [14- 302(A)2] Vicinity Map. The map shown on the cover states the scale as 1 "= 1000'; however, vicinity maps must be 1 "= 2000'. Revise. 8. [14- 302(A)4 &5] Private and public easements. Provide the dimensions of all proposed private and public easements. 9. [14- 302(A)(9)] Building site on proposed lots. If applicable provide the following note on the plat: "Lots 1 -10 each contain a building site that complies with section 4.2.1 of the Albemarle County Zoning Ordinance. " 10. [14- 302(A)13] Proposed facilities. Sheet 1/3 note 12 states that waterline easements shall be centered on the as -built locations; however, there are no waterlines or waterline easements depicted on the plat. Please clarify? 11. [14- 302(B)1] General information. Add a revision date to all future submittals. 12. [14- 302(B)5] Zoning classification. Sheet 1/3 note 4 denotes the property as R6 zoning. While this is correct, proffers also apply to this site from ZMA 2007 -11 and must be noted on the final plat. Revise. 13. [14- 302(B)7] Reservoir watershed. Sheet 1/3 note 8 should be revised to state that "The property is located in the Lickinghole Creek Water Supply Watershed, which is apart of the South Fork Rivanna Reservoir water supply watershed. " 14. [14 -303L] Public utility, drainage and sight distance easements. Please provide a Deed of Easement for all drainage easements for review by the County Attorney's Office. Please submit a draft of this document to me and I will review it and forward it to the County Attorney for his review/ approval. 15. [14 -303S] Control points. Control points must be submitted. At the option of the subdivider, the control points may be shown on a copy of the final plat, rather than on the original final plat. 16. [14 -317] Instrument evidencing maintenance of certain improvements. Documents relevant to dedication and/or maintenance of Open Space and Stormwater Management must be provided for review to the County Attorney in order for final subdivision plat approval. Please submit a draft of this document to me and I will review it and forward it to the County Attorney for his review/ approval. 17. [14 -435] Surety in lieu of completion of on -site improvements. This plat cannot be signed by the County until all necessary bonds have been posted. 18. [14 -414, 4301 Public water and sewerage, Dedication of water and sewerage system. ACSA approval is required. 19. [Comment] This plat cannot be approved until RWSA, ACSA, and VDOT complete their reviews and grant their approval. Engineering and Zoning have reviewed the plat and their comments are provided below. Inspections, E911, and Fire /Rescue have reviewed the plat and have no objections. VDOT approval of Road plans required prior to final plat approval. 2. Road bonds will need to be posted prior to final plat approval. Zoning — Rebecca Ragsdale 1. Proffer 1B must be addressed. There must be a note on the plat indicating that the payment according to Proffer 1B (ZMA 07 -11) shall be made prior to CO for units 5 and 6. ACSA — Alex Morrison 1. Mr. Morrison has noted that he is working directly with the applicant to modify the plat and will provide approval when finalized.
