Newberry Division: Planning Date: April 29, 2013 Subject: SUB200800301 Hyland Ridge — Phase IIIA — Final Plat The Planner will recommend approval of the plat referred to above when the following items have been satisfactorily addressed. (The following comments are those that have been identified at this time. Additional comments or conditions may be added or eliminated based on further review.) Albemarle County Planning 1. [General Comment] Please provide an exhibit that shows a phasing plan for the Hyland Ridge development. This is not needed for plat approval, but it will assist us in our review of each phase going forward. 2. [General Comment] On Sheet 1, it is unclear that Phase IIIA meets the allowable density with bonus as currently displayed in the Area and Density Calculations. Please show the full calculation for this phase and a full calculation that is cumulative of the overall development by displaying both the number of dwelling units and the overall acreage. Some information seems to be inconsistent, such as: a. There appear to be 35 dwelling units for Phase I and Phase IIIA cumulatively, but the calculation uses 37 dwelling units. b. Note 7 and Note 15 state Phase IIIA is a 14.54 acre subdivision, but it is listed as 14.35 acres in the Area and Density Calculations. 3. [General Comment] On Sheet 2A, what is the purpose of the access and landscape easements to Old Farm Road? 4. [14- 302A(5)] On Sheet 2A, the access easement to SWM facility #2 requires an easement deed. Please provide a Deed of Easement for review and approval by the County Attorney's office. Road will be built and accepted into the State System or Bonded for construction prior to final plat approval. Please submit road plans for review and approval. The temporary turnaround provided on the submitted plan is not adequate for emergency apparatus. Cul -de -sac's provided for emergency apparatus turnaround should be a minimum of 96' in diameter. 2. When a road plan is provided fire rescue will comment on the travel lane width and on street parking, if any.
