Re: Pavilions at Pantops Phase III Bond Inspection Request (SUB201000060)
Recalculated bond amount: $870,350
I reviewed the bond reduction request. Unfortunately, I cannot complete the bond reduction at
this time due to the following comments:
1. It appears the files sent to the county are utility as- builts and sanitary sewer photos, but
not the required road as- builts and drainage videos. Please provide. See the attached
Albemarle County As- builts Road Plan Policy as a guideline. Also see the list of
required tests that may or may not have been provided:
a. California Bearing Ratio (CBR) tests
b. stone depth inspections, including installation of under- drains and cross - drains,
c. fill compaction tests,
d. pipe and drainage structure video inspections or equivalent,
e. base and surface pavement inspections, documenting materials, thickness and
compaction
f. concrete tests
2. It appears that a CBR tests fall below 6. Please show revised pavement design to
accommodate the low CBR on as- builts.
3. It appears that you are proposing a bond reduction request for all roads on site. The CBR
test locations do not follow VDOT Standards. Please see below.
a. For streets less than 200 feet in length, one soil sample for conducting AASHTO
soil classification and CBR test is required.
b. For streets 200 to 500 feet in length, at least two soil samples for conducting
AASHTO soil classification and CBR tests is required, which
includes one at each intersection of an existing state road.
C. For longer streets, one soil sample shall be taken at each intersection with an
existing state road plus one test sample every 500 feet in length, or portion
thereof, is required for conducting AASHTO soil classification and CBR tests.
We will gladly reimburse you for the fee or hold it for your next submittal when the correct
as- builts are submitted.
