The first fmal site plan and comps submittal(SDP201300020)submitted 27 March 2013 has
received Engineering Review and does not appear to meet Albemarle County minimum checklist
items for approval. This review does not include a review of Erosion& Sediment Control,
Mitigation, or Stormwater Management. Please adequately address the following comments for
final site plan approval:
A. Application Information
1) Per sheet 1 and other sheets,proposed Kimbrill Road and hick Road are proposed
to be public roads. Please submit road plan review application and fee for Kimbrill Road
and Rick Road. Please note road plans are standalone plans from site plans and will
require items identified during preliminary site plan comments including proposed profiles
and drainage. Please include the drainage plans with both the final site plan and road
plan.
2) Runoff from this project will be detained by the Lickinghole Basin, a county
facility. Based on the proposed impervious surface area,the owner will be required to pay
a pro-rated share payment for use of the facility.
3)' Prior to fmal plat approval:
• water protection ordinance—erosion and sediment control and stormwater
management(mitigation bond will be included with the stormwater
management bond)
• subdivision—road and sewer
bonds(a total of 4)must be calculated by the county(sewer bond is calculated by
ACSA)and paid by owner after receipt of a Bond Request Form from owner.
B. Title Information
1) Please sign&date final copy of final site plan prior to submittal for County
approval. The plan shall be prepared and sealed, signed and dated by an architect,
professional engineer, land surveyor, or certified landscape architect, each of whom
shall be licensed to practice in the Commonwealth of Virginia[18-32.6.1].

C. Proposed Plan View Information
1) Please indicate proposed sidewalks on both sides of Irick Road on typical section
on sheet 1 Please propose temporary grading easements as needed to construct the
sidewalk with 2:1 minimum back slope.
2) Please indicate proposed sight distance easements where entrance or intersection
sight distance lines extend beyond dedicated public road right of way as shown on sheet
4.
3) Please label all existing and proposed utility easements including apparent
drainage easements shown on sheet 8 (note drainage easements are minimum 20' wide).
4) (for road plans)Please include proposed locations for street name signs and stop
signs at all intersections.
5) (for road plans)Please indicate proposed locations for at least one speed limit sign
in each direction for Irick Road and Kimbrell Road.
6) Please indicate thickness of proposed retaining walls on site layout plan.
7) Please provide a detail for any pipes or drainage structures crossing retaining
walls including for structure 41 on sheet 8.
8) Please regrade(could be via detail grading)south parking lot or otherwise ensure
that drainage runoff does not backwater into dumpster area [18-4.12.19].
9) Please label proposed road radii which meet applicable VDOT standards.
10) For proposed retaining walls within 2' of parking or travel way areas,please
include guardrail instead of handrail.
11) Please separate parking places from entrances. As a guideline, please provide 30'
from the edge of road pavement to the edge of proposed parking spaces. Refer to
VDOT access management regulations and standards presentation for further guidance:

County engineering will defer to VDOT regarding the parking space layout
requirements.
12) Please provide flanking inlets or otherwise ensure site runoff from north buildings
and parking lot doesn't flow across proposed crosswalks and into proposed Kimbrell
Road.
13) Please label drainage structure numbers in grading plan(see also comment F1).

14) Please include a drainage map similar to sheet 8 of Water Protection Ordinance
(WPO)plans received 3/27/2013 except:
a. Please include the hydrologic coefficient and time of concentration(TOC)
for each area
b Be consistent with either showing the flow paths for TOC calcs for all
areas or not show them at all. If all are shown,use a unique linestyle with a
legend to distinguish these lines from contour, edge of pavement, etc. other
lines.
c. Expand existing topography to indicate drainage divides for all drainage
areas including for structure 23.
D. Plan Detail Information
1) (for road plans)Please provide a traffic generation and distribution
summary(ADT's)for each public road proposed per Use#223 (Mid-Rise
Apartment)from the ITE Trip Generation Manual or equivalent.
2) (for road plans)Please propose a pavement design on typical sections for each
public road proposed which supports proposed traffic loadings per 2009 VDOT
Pavement Design Guide for Subdivision and Secondary Roads in Virginia or equivalent.
3) (for road plans)Please update Albemarle County General Construction Notes for
Public Roads on sheet 1 with latest General Construction Notes for Streets from the
county Design Standards Manual.
4) Please include details for all proposed yard and roof drain systems. Please
identify any proprietary systems with"or equivalent"as Albemarle County will not
endorse any specific system.
5) Please include Albemarle County General Construction Notes from the county
Design Standards Manual.
E. Drainage Profiles
2) Please include a title for each separate drainage profile which describes which run
is being profiled(e.g. "Structure 17— 18"for the profile on the top left on sheet 10).
3) Please provide drainage profiles for all proposed drainage structures including
drainage structure"spurs"but not yard or roof drains. Profiles for the following
drainage structures and pipes appear to be missing based on drainage structures and
pipes proposed in plan view on sheet 8:
a) 25-24
b) 29-28
c) 27-26
4) Please include all utility crossings in profile view including apparent yard drain
and water main crossing pipe between structures 18 and 16.

5) Please expand storm structure table:
a. Please include outlet pipe material and diameter(if all same pipe
materials, could use a note instead).
b. Please identify all roof and yard drains by type with corresponding detail
(see also comment D4 above).
6) Please identify on each profile or by note that concrete inlet shaping(IS-1)should
be included for all inlets with 4' or greater drop.
7) Please include end sections(typically ES-1)for all outlet pipes including from
structures: 1,4, 7,9, and 12.
8) Please include scour protection for all outlets including from structures: 1,4, 9,
and 12.
F. Drainage Computations
1) Inlets in sag condition require a 6.5 in/hr intensity for spread calculations(see
VDOT drainage manual sec. 9.3.1 —due to potential damage to the adjacent property).
Please indicate in plans which inlets are in sag condition vs. on grade condition and
update throat length calculations on page 12 for inlets in sag condition.

Comments:
The area of the proposed work falls within the Route 250 West Entrance Corridor Consequently, EC approval is
required prior to final site plan approval. Because the proposed structures are located 750' or more from the EC
street and would not be more than 5 stories tall, the EC application may be submitted as a County-wide Certificate
of Appropriateness. Applications, checklists and guidelines are available on line at www.albemarle.org/ARB.

Comments:
It appears that 'Irick Road' and 'Kimbrell Road' are directly across from the existing 'Upland Drive' and 'Glen Valley
Drive' respectively. According to the Road Naming and Property Numbering Ordinance Part I Sec. 4 k. Where a
proposed road is a continuation of or in alignment with an approved road, it shall utilize the same road name as the
approved road. A new road name shall be required if the proposed road is disconnected from the existing road by
an offset greater than sixty(60) feet. The road names need to be changed from 'Irick Road'to 'Upland Drive' and
'Kimbrell Road'to'Glen Valley Drive.'
The designated parking area for buildings 3 -6 and Club House should have a private road name associated with
it. The developer should contact this office with a list of three (3) proposed road names to be approved before final
approval is given.
