Katie — I have completed my review of the above -noted sign proposal. The following issues have been
identified that will need to be adequately addressed for an administrative approval.
ARB Review Fee
The required $120 Architectural Review Board review fee was not included with this application. The sign
permit cannot be issued until that fee has been received.
Sign - Base Material
ARB Sign Guidelines state: Materials used in both the sign and support structures should be complementary. They
should also support the aesthetics of the building and /or complex being served by the sign, although a direct duplication
is not necessary. It is preferred that the base material match one of the primary building materials unless the design of
the sign represents itself as a freestanding element complementing the building.
Issue: The sign proposal does not include the use of a sign base material matching the primary building material
which is brick. The existing sign at the southeast corner of the site (see attached photo), near the intersection
with Pantops Mountain Rd., uses a brick that matches the building. The proposed sign with an appropriately
sized brick base, matching the building brick, would have an appropriate appearance.
Recommendation: Revise the sign proposal to show the proposed sign on a brick base matching the brick in the
building. Include a note on the drawing indicating the sign brick will match the building brick.
Sign — Landscaping
ARB Sign Guidelines state: Use ground cover, shrubs and /or trees to integrate freestanding signs into the overall
landscape development of the site. Refer to the Albemarle County Recommended Plants List, which is included in the
Albemarle County Architectural Review Board Design Guidelines
Issue: Drawings included in this proposal do not show the sign's proximity to existing landscaping. There is a
grouping of existing trees and/or shrubs along the site frontage near to where the sign is to be located (attached
photo). Placing the sign next to those plantings and adding additional shrubs and ground cover could give the
sign an integrated appearance with the overall landscaping.
Recommendation: Provide a landscape proposal (drawing) showing the sign located adjacent to the existing
grouping of trees and/or shrubs identified with a red arrow in the attached photo. Show additional shrubs and
ground cover around the sign tying it with the existing plantings. The drawing should be to scale and show the
location of existing and proposed plantings. Proposed species for shrubs and ground cover should be indicated
on the drawing. The "Albemarle County Recommended Plants List is attached for reference. The drawing
should indicate that all shrubs will be 24" tall, minimum, at planting.
Sign - Colors
Issue: The sign drawing does not indicate what the color is for the address numbers and the horizontal line
above and below the faux slate. Is it white or Cool Gray 2C?
Recommendation: Revise the drawing to indicate the color.
Zoning Ordinance Requirements
Issue: Stewart Wright, Zoning Permit Planner, has indicated that he does not have enough information to
complete his review of the sign permit accompanying this ARB sign application. Approval of the ARB sign
application cannot be granted until he has signed off on the sign permit.
Recommendation: Address all issues identified by the Zoning Permit Planner. Any changes to the sign permit
drawings must be reflected in the ARB sign drawings as the two must match.
Sign Illumination
Issue: The sign drawing does not make any reference to illumination of the sign and an electrical permit
application was not included.
Recommendation: Assuming the sign is non - illuminated, revise the drawing to include a note indicating that
illumination is not proposed.
Should the applicant feel that they do not want to revise the proposal accordingly for an administrative staff
approval, they can request a full review of the original proposal by the members of the ARB at their June 17,
2013 meeting. Someone representing the proposal would be required at the meeting to address the Board. Please
let me know no later than Friday, May 17a' as to whether you intend to revise for an administrative,
staff approval or are requesting a full review at the June 17th meeting.
