To establish a personal wireless services facility consisting of an 87 -foot tall monopole and associated equipment
in the same location as was originally proposed in 2008.
Context
The surrounding area is a mix of rural and residential with interspersed commercial sites and the I -64 interstate in
close proximity. This parcel is one in a series of residential properties ranging from approximately 1 — 6 acres,
located across from Neighborhood Model and Planned Residential Districts at Glenmore. The immediate area of
the proposed monopole location is an approximately 200' -deep wooded area at the back of the site along the I -64
right -of -way. Some of this wooded area is contained on site; some is in the VDOT right -of -way.

PROJECT DETAILS
Proposed tower location is approximately 600' north of Rt. 250 and 30' south of the I -64 right -of -way.
Reference tree is an 18" wild cherry with a height of 481' AMSL.
Establish a 2500 square foot lease area and gravel drive.
Install an 87 -foot tall steel monopole; base at 404' AMSL, top at 491' AMSL.
Install a steel platform for equipment cabinets and generator.
Install 2 arrays of 3 flush - mounted antennas each. Top of highest antennas to be 10' above the top of the reference tree at 491' AMSL.
Proposed antennas measure 7' 10.6" tall x 11.2" wide x 4.5" deep and 3' 11.4" tall x 1' 4.8" wide x 3.5" deep.

The original proposal for this site was reviewed by the ARB, resulting in the following comments:
1. Provide verification from a certified arborist that the proposed fill grades, and digging required to install
the concrete piers and generator pad will not be detrimental to the health of any trees designated to
remain. Provide a tree conservation plan with measures proposed that would limit impacts of this
proposal on all existing trees designated to remain. Include any additional recommendations from the
arborist for maintaining the health of the trees on the drawings.
2. Revise Sheet C -3 Elevation View by removing Note 5 New shelter to have an aggregate finish.
3. Revise all applicable drawings by correctly identifying the reference tree species.
4. Revise all applicable drawings by showing the location of the existing dead pine trees and noting their
removal. Revise the Tree Inventory on Sheet C -1 A to list the trees that are to be removed.

Review comments were provided on the original site plan submitted for this proposal, then the applicant
requested deferral, and eventually withdrew the proposal due to the Verizon - Alltel merger.
ANALYSIS FOR THE CERTIFICATE OF APPROPRIATENESS FOR THE GROUND EQUIPMENT AND BASE STATION
A Certificate of Appropriateness from the ARB is required for the base equipment portion of a proposed telecommunications facility in the
Entrance Corridors. The ARB may impose conditions on the Certificate of Appropriateness, based on the EC Guidelines, and consistent
with Section 5.1.40 of the Zoning Ordinance.

SUMMARY OF RECOMMENDATIONS
Regarding the Certificate of Appropriateness for the ground equipment and base station:
