According to County Code § 18- 32.4.2.2(b), the ARB is required to review and comment on this plan. The ARB's review at this stage of the site plan process is limited to determining consistency of the plan with the applicable design guidelines pertaining to: (i) the size, location and configuration of structures; (ii) the location and configuration of parking areas and the location of landscaped areas; and (iii) identifying existing trees, wooded areas and natural features that should be preserved. The ARB review is also limited to the information provided in the initial plan under § 18- 32.5.2 -5. As a result of this review, the ARB shall transmit to the agent 1) its requirements to satisfy the design guidelines, 2) recommendations regarding the plan as it relates to the guidelines, and 3) recommended conditions of plan approval, including conditions to be satisfied prior to issuance of a grading permit. Relevant Factors Staff has identified the following factors that are relevant to this request: 1. This proposal is a request to construct 30 townhouses with associated site improvements at the north corner of the intersection of Timberwood Blvd. and Meeting Street in the Hollymead Town Center. The site is located across from Rosewood Village and south of the Laurel Park subdivision. 2. The site is located within both the Route 29 and Airport Road Entrance Corridors, and is located approximately 1200' from both of those corridors. 3. Visibility of the proposed townhouses from both Entrance Corridors is expected to be minimized by the distance from the ECs and, in the case of Airport Road, due to intervening development. Overall building forms and colors, rather than architectural details, are expected to have an impact from the ECs. 4. Staff has reviewed the Initial Site Plan and has found it to be consistent with the Entrance Corridor Design Guidelines that may be evaluated at this stage of review. 5. Additional EC review of the proposal will occur because a Certificate of Appropriateness is required prior to final site plan approval. Due to the distance of the site from the ECs, the proposal is eligible for staff review as a Countywide Certificate of Appropriateness for structures located 750' or more from the Entrance Corridor. Review and Recommendations Staff recommends that the ARB forward the following recommendations to the agent: — Regarding requirements to satisfy the design guidelines as per § 18- 30.6.4(2), (3) and (5): None. Regarding recommendations on the plan as it relates to the guidelines: None. Regarding recommended conditions of initial site plan approval: A Certificate of Appropriateness is required prior to final site plan approval. The applicant shall submit an application for a Countywide Certificate of Appropriateness for a structure located 750' or more from the Entrance Corridor. The applicant is advised that: 1. Building mass, roof form, building materials /colors, blank walls, equipment, and landscaping are expected to be the focus of review of the Countywide Certificate of Appropriateness. 2. The plan shows gaps in the spacing of trees along Timberwood Blvd., Meeting Street, and Laurel Park Lane where additional street trees could be planted. Trees should be provided consistently along the length of these streets. 3. A lighting note has been provided on Sheet SP2, but it does not include the standard wording. The standard wording should be provided: Each outdoor luminaire equipped with a lamp that emits 3,000 or more initial lumens shall be a full cutoff luminaire and shall be arranged or shielded to reflect light away from adjoining residential districts and away from adjacent roads. The spillover of lighting from luminaires onto public roads and property in residential or rural areas zoning districts shall not exceed one- halffootcandle. Regarding conditions to be satisfied prior to issuance of a grading permit: None.
