Dear Shane,
We have received the above -noted application and I have determined that it may be reviewed as a county-
wide Certificate of Appropriateness. The following revisions are required to make the proposal consistent
with the design criteria that apply to the county -wide certificate.
1. Include the light fixture cut sheets on the plan, not separate from it.
2. Revise the photometrics using an LLF of 1.0
3. Include the standard lighting note on the plan: Each outdoor luminaire equipped with a lamp that
emits 3, 000 or more initial lumens shall be a full cutoff luminaire and shall be arranged or shielded
to reflect light away from adjoining residential districts and away from adjacent roads. The spillover
of lighting from luminaires onto public roads and property in residential or rural areas zoning
districts shall not exceed one- halffootcandle.
4. The WLS -LX fixture exceeds 3000 lumens. All fixtures with lamps that emit 3,000 lumens or more
must be full cutoff fixtures. The WLS -LX fixture it is not a full cutoff fixture. Either 1) revise to a full
cutoff fixture, or 2) choose a lamp that emits less than 3000 lumens, or 3) request a waiver from the
Board of Supervisors.
5. Spillover appears to exceed .5 fc in some locations on Old Trail Drive. Revise the photometric plan to
clearly indicate the property line and the level of illumination at the property line. Ensure that
spillover does not exceed .5 fc at the property line, using an LLF of 1.0.
6. Provide street trees on Old Trail Drive 40' on center, 21/2" caliper minimum at planting.
7. Provide trees at the perimeter of parking areas 40' on center, 2'/2" caliper minimum at planting.
8. Provide trees at the interior of parking areas at the rate of 1 tree for every 10 parking spaces, 2V2"
caliper minimum at planting.
9. Landscaping shadowed on sheet 8 does not match the landscaping shown on the landscape plan.
Please explain and coordinate all planting on all sheets.
10. Add the following note to the plan: All site plantings of trees and shrubs shall be allowed to reach,
and be maintained at, mature height; the topping of trees is prohibited. Shrubs and trees shall be
pruned minimally and only to support the overall health of the plant.
Within 15 days of the date of this letter, please send me a letter (by email is acceptable) indicating
whether you will or will not proceed with these revisions. If you choose not to proceed with these
revisions, staff will be unable to approve your application. If you choose to proceed with the revisions,
please forward me one set of revised drawings together with a memo summarizing the revisions you've
made. Your decision to make the revisions will suspend the 60 -day review period associated with your
original submittal. However, I will attempt to complete the review of your revised proposal within 2
weeks of your re- submittal.
If you have any questions about this action, please contact me as soon as possible. I look forward to
receiving your revisions and completing this review with an approval letter.
