HomeMy WebLinkAboutARB201300049 Review Comments Miscellaneous Submittal 2013-06-19Brent Nelson From: Brent Nelson Sent: Wednesday, June 19, 2013 5:27 PM To: 'Katherine Cullinan' Subject: ARB 13 -49, Pantops Physical Therapy Sign, Staff Comments Katie - I have completed my review of your revised sign proposal. The following issues remain that would need to be adequately addressed for an administrative approval. Sign - Base This issue has been adequately addressed in this latest revision; however, the drawing needs to be revised to indicated the overall width and depth of the brick base. Sign — Landscaping Provide a to -scale plan view planting plan, identifying proposed and existing plant materials by species. The drawing needs to show the sign's location on the property and distance (setback) from the property line. It should indicate that all proposed shrubs will be 24" tall minimum at planting. The Japanese Acuba, shown in this latest revision, is a shrub that reaches 15' in height and therefore not appropriate for this application. Zoning Ordinance Requirements Stewart Wright, Zoning Permit Planner, still has the proposal entered as "denied" in the County View tracking system. His notes state that 24 s.f. is permitted while 31.4 s.f. is proposed. Please coordinate directly with him to address any concerns so he can approve the sign permit. Remember that anytime you revise the sign proposal you need to email the revision to both of us. ARB Fee: Issue: The required $120 ARB review fee has not been paid. The sign permit will not be issued until that fee is paid. Please do not hesitate to contact me should you have any questions or concerns. Brent Brent W. The proposed landscaping is also specified as two types of semi - evergreen shrubs from the Albemarle County Recommended Plant List. The size has been reduced to meet the zoning ordinance requirements as well, it is 23.8 s.f. Please let me know if there is any more information you need or if I have left something out. Gropen has worked to match the sign to the existing trio of buildings. The landscape will further tie the new sign into the existing structures. We chose to avoid brick because the existing sign for our building has proven ineffective. It is crucial that our sign be visible and effective. As I am sure you know, healthcare in Charlottesville is changing rapidly. It is becoming increasingly difficult for a local facility to remain operational as large corporations are allowed to gain control. I know that there are several larger companies without brick signs and one with a blue roof that doesn't match anything. We feel that our contribution to the local economy, including taxes, $5,066 annually for a business license and employing 9 local residents, warrants some further consideration. The inclusion of a brick base constitutes a 50% increase in our expense. I am not sure our business can absorb such an increase. Any reconsideration of this issue is greatly appreciated.
