Dear Mr. Perez:
We have reviewed the Site Plan Amendment #1 for Briarwood Phases 1A -1, 1B -1, 4 -8 dated
613113 as submitted by Collins Engineering and offer the following comments:
1. The amendments for these sections indicate an additional number of residential units.
The number of additional units is not expected to significantly impact the overall traffic
of the development; however, the increased trip generation should be taken into account
of the traffic study for the proposed commercial development along Route 29.

Engineering has completed the Site Plan Amendment #1 for Briarwood Phases IA-1, 1B -1, 4 -8.
Please address the following comments.
A. Site Development Plan (SDP201300034)
1. Per Table 4 -2 in Appendix F of VDOT Road Design Manual, the entrance throat shall be a
minimum of 35' in length.
2. Please note that Section 4.12.15 shall be addressed. Grading shall not exceed 5% on all directions
within parking area. Please revise Pocoson Wood Court. Also, address handicap parking spaces.
3. Please provide the revised road profiles and the pavement detail for Pocoson Wood Court and Elm
Tree Court.
4. Please submit an application for the amendment to WP02006 -66 for Pocoson Wood Court and
Elm Tree Court. There is an increase in impervious area due to the proposed parking lots. Please
show any revision to grading, storm drain calcs, DA plan, and E &S.

RE: SDP2013 -00034 Minor Amendment to SDP2006 -00041 Briarwood Phases 1A- 1,1B -1, 4 — 8.
Dear Sir:
Your minor amendment referenced above has been reviewed. In order for the plan to be
approved the following revisions are required:
1. [ZMA2005 -009, Proffers] For phase lA -1 the proposal to add two additional townhouse
lots, for a total of 24 is not permissible through a minor amendment, rather these changes
would require a rezoning. The lot mix provided for in the proffers limits the amount to

2. The final site plan number which this minor amendment is tied to shall be referenced on
the cover sheet /sheet 1. Revise to provide the following: SDP2013 -00034 Minor
Amendment #2 to SDP2006 -00041 Briarwood Phases IA-1, IB -1, 4 — 8. Also, remove the
reference that this is minor amendment #l; as there has already been an approved minor
amendment to this site plan it was SDP2010 -84.
3. [General Comment] As stated above this application will be the 2nd minor site plan amendment
for these sections of the development, only 3 are permitted before all changed need to be
incorporated into a major site plan amendment. Please take this into consideration on any
additional minor amendments for these sections /phases.
4. The proposed changes affect more than four sheets of the final site plan. Per staff review
it appears changes should also be reflected on the original cover sheet (sheet 1) and
sheets 4A, 4, 4B, 6, 10, 14, 18, 47, 48, 51, 51A, and 53. Revise to assure all applicable
sheets which are being modified are provided. Also, assure that all modifications
continue to be clouded out on each sheet and provide numbering to reference each
change.
5. Will any landscaping be modified, any trees lost with the amendment? It appears that the
modified parking for various sections may cause trees to be lost. Is this the case or will
they remain by being adjusted with the lot?
6. On sheet 1 the lot mix provided references a variation from March 16,,2001; however,
staff has no record of such a variation. Rather it appears that a variation was approved on
March 16, 2011. If this is a typographical error on the plan, please correct it. Otherwise
provide the approval documentation for the variation for staff's review.
7: On sheet 1 the Zoning for the development is incorrectly listed as "PUD ", this
development is Zoned "PRD ". Revise.
8. On sheet 2 Section IA-1, the square footage for Tot Lot #2 and #3 has been reduced from
the previously approved sizes. Revise to bring these areas back to their original approved
sizes: Lot #2 should be 2,190 SF and Lot #3 should be 2,143 SF. Revise.
9. While all roads that the changes are being completed on are private roads, sheet 2 depicts
12 new parking spaces being added to the site within close proximity to a public road
intersection. The proximity of these spaces to the intersection may cause problems with
traffic flow; Planning Staff defers to Engineering and VDOT for their thoughts.
10. [Comment] This site plan cannot be approved until ACSA, VDOT and Engineering
complete their reviews and grant their approval. Their comments will be forwarded as
received.
Fire and Rescue— Robbie Gilmer
1) The 120 ft Hammerhead at the end of Pocoson Wood Court Shall be 20 ft in width to allow
Fire apparatus to turn around.
