Whirley Commissioner of Highways July 30, 2013 Ms. Ellie Carter Ray Senior Planner County of Albemarle Department of Community Development 401 McIntire Road Charlottesville, VA 22902 Re: SUB - 2012 -00086 Old Trail Creekside III Phase III Road and Utility Plan Dear Ms. Ray: We have reviewed the Road and Utility Plan for Old Trail Creekside III Phase III dated 7112112 with revisions dated 917112, 311113, and 5128113 and offer the following comments: 1. The sidewalks shown for this phase are located within a 10' Sidewalk & Landscape Easement rather than VDOT right -of -way. The streets will be acceptable for acceptance for VDOT maintenance provided that the County accepts maintenance responsibility for the sidewalks in accordance with Appendix B(1) of the VDOT Road Design Manual. We will need to obtain a maintenance agreement prior to street acceptance by VDOT. 2. The sight lines for the each of the intersections to be constructed during this phase are shown at the incorrect locations. Sight lines need to originate at a point that is 14.5' off of the edge of travel. This needs to be corrected and any necessary sight easements shown. 3. The sight line at the intersection Mill Stone Lane and Jarmans Gap Road is shown originating at approximately 6 feet from the edge of the pavement of Jarmans Gap Road. When the sight line is shown correctly at 14.5 feet from the edge of pavement, it appears that the grading along Jarmans Gap Road may interfere with the sight distance. 4. The "T- type" temporary turnaround shown for Jackson's Way needs to be designed in accordance with Appendix D of the 2009 Virginia Statewide Fire Prevention Code. 5. Temporary easement needs to be provided for the "T- type" turnaround for Jackson's Way. 6. A detail of the base with inverts needs to be provided for storm structure 104. Appears that the angle between the storm sewer from structures 120 and 106 entering structure 104 may be too small to ensure the structural integrity of structure 104. 7. Per Table 3 -1 in the VDOT's Materials Division's Manual of Instruction, subsurface exploration in accordance with Chapter 3 of the Manual of Instruction is required for the double 42" culverts. A note needs to be added to the construction plans indicating this requirement. 8. There is a note on Sheet S -2 indicating that the all driveways shall have a maximum slope of 16 %. Per Appendix F of the VDOT Road Design Manual, all private entrances should not exceed 10 %. 9. The final grade shown at Sta 10+00 on the profile for Jackson Lane is labeled incorrectly. 10. The CD -1's shown at approximately stations 11 +15 and 14 +05 on the profile for Mill Stone Lane are not located at the correct locations in accordance with the 2008 Road and Bridge Standards. 11. Base design needs to be included on the plans for all storm structures to be located entirely within a fill section. 12. Note 4 shown on the storm sewer profile for Str. 116 - Outlet indicates that IS -1 is required for all structures that have a 4 foot drop from the surface to the bottom of the structure. Inlet shaping (IS -1) should be provided to ensure that there is no standing water in the structures. Steps (ST -1) are required whenever the depth of the structure is 4 foot or greater. 13. The headings for the drainage table in the lower left corner of Sheet DP -4 did not show up on the set of plans submitted to me. This should be corrected so that review can be completed.
