ANALYSIS FOR THE CERTIFICATE OF APPROPRIATENESS FOR THE GROUND EQUIPMENT AND BASE STATION
A Certificate of Appropriateness from the ARB is required for the base equipment portion of a proposed telecommunications facility in the
Entrance Corridors. The ARB may impose conditions on the Certificate of Appropriateness, based on the EC Guidelines, and consistent
with Section 5.1.40 of the Zoning Ordinance.

property itself). When visible from both these locations, the balloon
was skylit. From the road at the east end of the school property, both
the balloon and a long length of string were visible. Consequently, a
significant portion of the monopole — maybe the top half — would be
seen (and skylit) from this vantage point. This amount of visible pole
would be considered a negative impact if the available view was
sustained for greater than 160' along the road.
It should be noted, in all cases, visibility of the monopole is expected to
increase during the months of the year when the leaves are not on the
trees. The exact level of visibility can't be determined at this time.
SUMMARY OF RECOMMENDATIONS
Regarding _ the Certificate of Appropriateness for the ground equipment and base station:
Because the proposed facility is consistent with all applicable guidelines, staff recommends approval of the Certificate of
Appropriateness as proposed.
Regarding . visibility of the monopole:
Staff recommends that the ARB forward the following recommendation to the Agent:
The ARB finds that the proposed location of the facility will sufficiently minimize the visibility of the monopole from the
Entrance Corridor.
