Context The surrounding area is generally rural in nature, with single family residences, the fire station, and the Stony Point School nearby. The monopole is proposed for the wooded area at the rear of the fire station property. ARB Meeting Date July 15, 2013 Staff Contact Margaret Maliszewski PROJECT DETAILS Proposed tower location is approximate) 70' northeast of the easternmost shed on the property, approximately 460' east of Rt. 20. Reference tree is an 18" poplar with a height of 98', 601.36' AMSL. Establish a 2500 square foot lease area, with a 35' x 40' fenced (8' tall) compound and an 11' 9" x 28' 4" x 10' tall equipment shelter. Install an asphalt and gravel access road, extended from the existing parking area, east and then north to the lease area. Install a 109.5 -foot tall steel monopole; base at 501.5' AMSL, top at 611' AMSL. Install I array of 3 flush - mounted panel antennas. Proposed antennas measure 5' 11" tall x 12" wide x 6" deep. ANALYSIS FOR THE CERTIFICATE OF APPROPRIATENESS FOR THE GROUND EQUIPMENT AND BASE STATION A Certificate of Appropriateness from the ARB is required for the base equipment portion of a proposed telecommunications facility in the Entrance Corridors. The ARB may impose conditions on the Certificate of Appropriateness, based on the EC Guidelines, and consistent with Section 5.1.40 of the Zoning Ordinance. This amount of visible pole would be considered a negative impact if the available view was sustained for greater than 160' along the road. It should be noted, in all cases, visibility of the monopole is expected to increase during the months of the year when the leaves are not on the trees. The exact level of visibility can't be determined at this time. SUMMARY OF RECOMMENDATIONS Regarding _ the Certificate of Appropriateness for the ground equipment and base station: Because the proposed facility is consistent with all applicable guidelines, staff recommends approval of the Certificate of Appropriateness as proposed.
