Whirley Commissioner of Highways September 3, 2013 Ms. Megan Yaniglos Senior Planner County of Albemarle Department of Community Development 401 McIntire Road Charlottesville, VA 22902 Re: SDP - 2013 -020 Edenbrook Park — Final Site Plan SUB - 2013 -00109 Edenbrook Park — Road Plan Dear Ms. Yaniglos: We have reviewed the site plan for Edenbrook Park dated 3 -26 -13 with revisions dated 7 -31 -13 as well as the road plan for Edenbrook Park dated 3 -27 -13 with revisions dated 8 -1 -13 as submitted by Perkins & Orrison, Inc. and offer the following comments: Sheet 4 of 15 (Site Plan) 1. The sight distance easement is shown as the same line as the sight distance line. Typically, it is advised to be located at least 5 feet beyond the sight line. If this cannot be achieved, parking blocks should be used in the parking nearest to Glen Valley Drive to ensure that parked vehicles do not overhang across the curbing as the sight line runs along the curbing. 2. The sight lines for both ends of Upland Drive need to be shown. In addition, the sight lines for Glen Valley Drive at the intersection with Old Trail Drive need to be shown. 3. The available sight distance should be labeled in addition to showing the sight lines. Note that the available sight distance is not the same as the distance along the sight line as shown in Appendix F of the road design manual. 4. The sight distance to the right for the entrance nearest Upland Drive should be given based on the anticipate grade of the Glen Valley Drive if it were extended beyond Upland Drive. 5. Is the sidewalk along Old Trail Drive to be located within dedicated right -of -way or easement? Currently, it is shown in neither. 6. The width of the entrance on the south side of Glen Valley Drive is labeled incorrectly. 7. The throat lengths for each entrance needs to be shown on the plan. The minimum length is 35' for one lane of egress as indicated in Appendix F of the Road Design Manual. 8. Are the on- street parking stalls to be marked or not? It is unclear from the plan as submitted if this is to occur or not. 9. The radii lengths for both Upland Drive and Glen Valley Drive at the intersections with Old Trail Drive need to be shown. Sheet 8 of 15 (Site Plan) 1. Several of the differing layers for the site plan are turned on, making it very difficult to read all of the text. 2. Spot elevations should be provided at each of the entrances /intersections to show how the runoff will be handled at the intersection. 3. Structure 21 is shown to have the existing drop inlet removed and replaced with a manhole top. This would result in the manhole being located in the gutter pan of the return for Glen Valley Drive and would become a long term maintenance issue. Structure 21 should be relocated to just beyond the curb and gutter with an offset top rotated so that the manhole lid is located in the area between the curb and the sidewalk. The 15" RCP from the east of Old Trail Drive would need to be extended to the new location and the storm sewer alignment between structures 20 and 21 would change. 4. VDOT will only maintain the storm sewer located within dedicated right -of -way. There should be a structure added on the storm sewer section from structure 2 to the outlet in the area between the curb and the sidewalk delineating the storm sewer to be maintained by VDOT. Sheet 10 of 15 (Site Plan) 1. A note should be added indicating that steps will be required for all structures with a depth of 4' or greater in accordance with ST -1 of the 2008 Road and Bridge Standards. 2. There are details for Nyloplast or equal structures shown. Where are these structures proposed to be used? Sheet 12 of 15 (Site Plan) 1. The sight lines for each of the entrances to the north of Glen Valley Drive pass through the landscape area between the parking and Glen Valley Drive. This will likely impact the sight distance of each of the entrances. The Eastern Redbud shown at the entrance closest to Upland Drive will certainly pose a sight distance problem. 2. Species used for streetscaping should but taken from the list provided in Appendix B(1) of the Road Design Manual. General Comments (Site Plan) 1. Hydraulic calculations were not provided for the storm sewer. 2. The road profiles for Glen Valley Drive and Upland Drive should be included in the site plan. 3. The pavement design calculations should be included in the site plan. 4. The typical sections for Glen Valley Drive and Upland Drive should be included in the site plan. 5. The pavement design for Glen Valley Drive and Upland Drive should be included in the site plan. Sheet 2 of 4 (Road Plan) 1. Standard CD -1's should be shown in the profiles at lower ends of cut sections as indicated in the 2008 Road and Bridge Standards. This is noted on in the General Notes on Sheet 1, but it would be helpful to be shown on the profiles as well. 2. The radii lengths for both Upland Drive and Glen Valley Drive at the intersections with Old Trail Drive need to be shown. 3. The sight lines for both ends of Upland Drive need to be shown. In addition, the sight lines for Glen Valley Drive at the intersection with Old Trail Drive need to be shown. 4.
