HomeMy WebLinkAboutSDP201300020 Review Comments Final Site Plan and Comps. 2013-08-22County of Albemarle Department of Community Development Memorandum To: Russ Orrison From: Megan Yaniglos- Senior Planner Division: Planning Services Date: May 2, 2013 Revl: August 22, 2013 Subject: SDP201300020 Edenbrook Park- Final Site Plan The Planner for the Planning Services Division of the Albemarle County Department Community Development will recommend approve the plan referred to above when the following items have been satisfactorily addressed. (The following comments are those that have been identified at this time. Additional comments or conditions may be added or eliminated based on further review.) [Each comment is preceded by the applicable reference to the Albemarle County Code.] 1. [32.7.9.5] The required street trees are not being shown, and what is shown is not adequate for this requirement. Street trees need to be provided along Irick Road, and more trees can be placed along Old Trail Drive. If you would like a landscape waiver from any of the requirements of 32.7, then one must be submitted in accordance with 32.3.5(b). Revl: Street trees need to be provided along Old Trail drive per the ordianance and the Code of Development for Old Trail Village. Staff will not support a waiver of this requirement. Revisions need to be made to the plan in order to have street trees. 2. [32.7.9] Some of the landscaping "not proposed" but shown is not within the sight distance lines and can be provided. Please contact VDOT for clarification on if any large street trees or small shrubs can be provided within the sight distance. Revl: Comment addressed. 3. [32.4.3.3] Architectural Review Board approval is required. See ARB staff comments for details. Revl: Comment not addressed. ARB approval is required prior to final site plan approval. 4. [32.7.9] Do not show required but not proposed landscaping. This is confusing. Only show landscaping that is proposed and request a waiver per comment #1 for any landscaping requirement that you wish to eliminate. Revl: Comment addressed. 5. [32.7.9] Show all utility easements on the Landscape Plan. There seem to be some missing. Revl: All proposed easements must be platted and recorded prior to final site plan approval. Please submit a plat for all proposed easements including stormwater, waterlines, sewer. 6. [4.17] Provide a lighting photometric plan and details in accordance with section of the ordinance. Cut sheets for the fixtures need to be on the plan sheets and not separate. Also, the LLF (maintenance factor) needs to be set at 1.0. Revl: Please show the lighting levels at the right of way lines for all public streets (Old Trail Drive, Upland, and Glen Valley). The photometrics at the right of way cannot be more than 0.5 footcandles. Shields may need to be placed on the parking lot lights and other lights to reduce spillover. Are street lights and other lights a requirement of HUD? [Proffer #21 The chart provided for the development is incorrect and does not meet this proffer. If all units are intended to be affordable "For Rent" or "For Sale" apartments, this must be reflected in the chart. Also, not all blocks are represented. Please get with Dave Brockman for an up to date chart. Revl: Comment not addressed. This chart needs to be provided to ensure the proffer is being met.
