I just spoke with Basil Finnegan from Blackwell Engineering concerning this project. He indicated that there is a revision to the site plan more recent than the 6/28/13 revision that I am currently reviewing. He had indicated that one of the revisions is showing wet storage for a sediment trap at the culvert under Dickerson Road. This trap would be located in the State right -of -way. I'm not going to allowthis for a couple of reasons. First of all, the excavation of a hole this close to the road poses a safety concern. Secondly, an excavated area that close to the road provides an opportunity for water to infiltrate into the subgrade of the road, posing potential maintenance issues. These sediment trap needs to be located on site for this project. I had suggested using the location of the underground detention as the sediment trap during construction. The construction entrance would need to be shifted to allowthis, but I believe that could be accomplished. The detention area is going to need to be excavated at some point, so why not utilize the excavated area during construction? The detention area /sediment trap and the final entrance would have to be one of the last items constructed on this project, but if everything upstream was permanently stabilized, the sediment trap would not be necessary and could be converted to the underground detention.
