ARB 2013 -88, North Town Center Freestanding Sign, Staff Comments
Nena - Stewart Wright mentioned that you were asking if a revised Sign Permit /ARB drawing for the required smaller
sign (see S. Wright email below) has been received. This is to let you know that I have not received a revised sign
proposal.
The last time we spoke, you asked if a green color for only the Gander Mountain tenant panel could be approved. I
mentioned that the issue with that was that the ARB is looking for a coordinated look between the various tenant panels —
including a coordination of tenant background colors. I suggested that you could explore an option where the Gander
Mountain panel is noticeably larger than the other tenant panels and uses the green background. In other words, the other
tenant panels would appear to be subordinate to (smaller than) the Gander Mountain panel. I would be happy to take a
look at it and see if that is something we could approve.

I looked over the revised sign permit plan for the North town Center Sign /Gander Mountain sign. The largest
freestanding sign allowable in the Highway Commercial Zoning district is 32 sq. ft. in sign area with a 12 foot height limit.
There is also a provision for freestanding signs in shopping centers that allows for additional bonus tenant panels if the
shopping center is greater than 50,000 sq. ft. in gross floor area. The regulations allow for one 8 sq. ft. bonus tenant per
50,000 sq ft of gross floor area — not to exceed 4 bonus tenant panels per shopping center. A shopping center has to be
over 200,000 sq. ft. of gross floor area to be allowed four 8 sq. ft. bonus tenant panel signs.
For a development to be eligible for the shopping center bonus tenant panel provision it must meet the definition of a
shopping center. One of the requirements of the County's definition of a shopping center is that it must contain at least
8 or more retail stores, personal service shops or restaurants. Right now North Town Center has only 2 tenants and from
what I have heard it will only have 5 -6 tenants when it is completed. I don't see any way this site is eligible for bonus
tenant panels.
The proposed sign must be no larger than 32 sq. ft.
The proposed freestanding sign shows 4 tenant panels and the combined square footage of these is 49.9 sq. ft. Each
panel is 12.5 sq. ft. I can't approve that proposal. The proposal does not show the square footage of the North Town
Center lettering above the tenant panels. That is also part of the sign area and must be included in the 32 sq. ft.
maximum allowance.
