Visibility The Crozet Running sign is expected to be highly visible due to its close proximity to (20' from) the EC. The library signs, with their 120' distance from the EC and angular orientation, have limited visibility (Attachment A). See Table 1. (Note: The original review of the building did not address comprehensive sign criteria.) • Proposed Crozet Library wall signs. See Table 2. (Note: The library signs have already been installed without a permit.) • Proposed Crozet Running wall signs. See Table 3. (Note: The library building has two ground floor tenant spaces fronting on Crozet Avenue. Crozet Running is located in the space to the left (north of) the building entrance from Crozet Avenue. The other space to the right (south of) the entrance is currently unoccupied.) TABLE 1: COMPREHENSIVE SIGN CRITERIA The table below contains proposed sign criteria for wall signs to be located on the building at 1155 Crozet Avenue that are visible from the Route 240 Entrance Corridor. Overly intense color, such as but not limited to dayglo or fluorescent colors, are prohibited. The use of three colors or fewer is more appropriate for signs in the Entrance Corridor. Black and white are counted as colors. Additional colors may be approved if they contribute to a balanced and unified sign design. ISSUE The applicant is proposing a raised frame around the sign panel to give it a more finished appearance. In Options C and E, the widths are 2" with a 1/4" raised height. In Option D the width is 3" with a 1/4" raised height. Providing panel samples would help determine appropriateness of both the proportions and style of the frame. The applicant's proposed use of external black or bronze color gooseneck style fixtures above the sign would have an appropriate appearance. Bronze color fixtures would coordinate better with building colors and the bronze color of the library sign text. The proposed bulb wattage was not indicated. Note that a lamp emitting fewer than 3,000 lumens is needed to avoid the dark skies full cutoff reauirement. The owner is proposing a palette of 5 colors for all signage: Tan: SW 6155; Bronze; Brushed Aluminum; Dark Blue: PMS 2766; and Green: PMS 348. This exceeds the guideline recommendations; however, the impact of the additional colors is expected to be sufficiently mitigated by the close coordination provided by the single panel color (tan) and the coordination of that color with the building trim (Attachment J). Crozet Running Sign: The applicant is proposing the use of tan: SW 6155 for the backer panel. From the small sample provided, it appears to be a close match to the building window, door & trim color (Attachment J). A larger sample would be helpful in confirming a match. The applicant's preferred dark blue and green text colors (Option E) are expected to coordinate sufficiently with the backer panel & building colors while also adding some visual interest with their contrast. RECOMMENDATION Crozet Running Sign: Provide a larger sample (12" or more) of the proposed sign panel material /color to confirm the color matches the building trim. Summary of Recommendations: Staff recommends the following as the primary points of discussion: 1. Proposed sign type: panel with individual letters; method of attachment to the wall 2. Proposed dimensions of the panel framing 3. Proposed palette of 5 colors Staff recommends approval of the Certificate of Appropriateness for the Crozet Running sign with the following conditions: 1. Provide photos and locations of local examples where a sign panel has been attached to an uneven, jagged surface to confirm the installation will have an appropriate appearance. 2. Revise the sign drawings to show the use of a bronze light fixture. Indicate the bulb wattage on the drawing. Note that a lamp emitting fewer than 3,000 lumens is needed to avoid the dark skies full cutoff requirement. 3. Provide corner location panel samples (12" or more) with the 2" wide frame and the 3" wide frame (both 1/4" raised height) to determine the appropriateness of the proportions /style of the frame and to confirm the color matches the building trim. 4. Revise the rendered elevation to include the height of the wall area to which the sign panel will attach. Staff recommends approval of the Certificate of Appropriateness for the Crozet Library signs with the following conditions. 1.
