Additional comments or conditions may be added or eliminated based on further review.): [Each comment is preceded by the applicable reference, which is to the Subdivision/Zoning Ordinances unless otherwise specified.] 1. [Comment] The pending subdivision plat is approved must be approved prior to final site plan approval. 2. [4.17.4(a)] Please confirm that lighting is full cut off and provide cut sheets for type of lighting. 3. [4.17.4(b)(2)] It is unclear if lighting for B-5 meets spillover requirements. Please provide more information. 4. [32.5.2(n)] The open space and recreation areas contain different square footage amounts from -that shown on the subdivision plat. Please clarify the correct amount. 5. [4.12.16(2)] The minimum dimensions for parallel parking are 9 x 20'. Please revise the parking spaces along Meeting Street. Also clarify if these are the guest spaces. The notes reference 8 spaces, yet only 7 spaces are shown. 6. [Code of Development] ARB approval required. 7. [ARB Comment] A Certificate of Appropriateness is required prior to final site plan approval. The applicant shall submit for review an application for a Countywide Certificate of Appropriateness for a structure(s) located 750' from the Entrance Corridor. 8. [Code of Development] The pergola and benches as shown in the Plaza Exhibit for Block 4, dated September 17, 2013 are an appropriate use of the recreation area per the COD. Please provide those changes on the site plan. 9. [Engineer Comments] Are attached. Please see below for the following comments. A. Site Development Plan (SDP201300047) 1. Please label proposed streets as public, private or alley. If streets are private/alley, please ensure it meets private road standards from section 14-410 and 14-412. Comment not addressed. Please show crowned road with curb and gutter. 2. I recommend aligning the far western entrance with the Laurel Park Subdivision entrance. Comment addressed. 3. Please provide typical sections and profiles for proposed street. Comment addressed. 4. Per 14-410 H, please show curb and gutter for proposed street. Please show standard entrance gutter, CG -91), and improve runoff catchement by placing additional DI's. Also, a DI shall be placed before intersections. Please provide a DI near lot 7. Comment not addressed. Provide curb and gutter for road with the standard CG -9D for each driveway entrance. The painted white line is not recommended. 5. Please show the sight distances. 280' is VDOT requirement for 25 mph roads. Also, per 18-4.12 please ensure 100' sight distance for travelways within site. Comment not addressed. Remove trees within all required sight distances. 6. Lots 15-22 do not have adequate frontage access due to horizontal curve. Please revise. Comment addressed. 7. All entrances shall be a 4% grade or less for a minimum of 40' from the edge of pavement at the intersected street. The entrance on the far west is about 6% for 20'. Comment partially addressed. Ensure the flow line on CG -11 entrance is aligned with flow line to DI -1. Also, update profile to show the sag at flow line. Engineering Review Comments Page 2 of 2 Please provide the Albemarle County general construction notes for streets. Comment addressed. Please provide traffic control signage. Comment addressed. 10. Please ensure all items in proffer 2 are addressed prior to approval of site plan. Per proffer 3, "All road improvements listed in proffer 2 above shall be substantially completed prior to the issuance of the first Certificate of Occupancy in Area C..." Comment not addressed. New Comment 11. Please label ROW on private roads. 12. Please provide street signs. 13. Change the white hatching of light duty pavement on SP5. 14. Clearly show limits of removal for the 15" RCP on SP3. 15. Show handicap ramp symbols on plans and not just labels. 16. It appears there is a concrete median between each driveway. Will this be concrete, a planting strip or gravel? Please clarify. Also, note a minimum of 3' should be provided for a concrete median. 17.
