RE: ARB- 2013 -137: Microaire Amendment
Dear Scott,
We have received the above -noted application and I have determined that it may be reviewed as a county-
wide Certificate of Appropriateness. However, revisions are required to make the proposal consistent with
the design criteria that apply to the county -wide Certificate.
1. Pole light locations are not entirely clear. Revise the lighting plan to make the pole lights legible,
distinguishing new from existing and relocated fixtures.
2. Relocated fixtures must meet all ordinance requirements. Provide information in the plan sufficient to
confirm this. Clarify on the lighting plan which fixtures are the relocated fixtures.
3. Provide in the plan cut sheets for each of the proposed fixtures.
4. Provide a luminaire schedule. Indicate lamp type, wattage, fixture color, etc. Entrance Corridor
Guidelines require a consistent lamp type and either dark brown, bronze or black for fixture /pole
colors.
5. Ensure that fixtures with lamps that emit 3,000 lumens or more are full cutoff fixtures.
6. Key the cut sheets to the luminaire schedule and lighting plan.
7. Indicate on the plan the maximum light pole height, including bases, if proposed. Indicate on the plan
if bases are proposed. Ensure that maximum light pole height does not exceed 20'.
8. Spillover appears to exceed .5 footcandles along Grand Forks Blvd. and at the Grand Forks /Airport
Road intersection. Include the following note on the plan: "Each outdoor luminaire equipped with a
lamp that emits 3,000 or more initial lumens shall be a full cutoff luminaire and shall be arranged or
shielded to reflect light away from adjoining residential districts and away from adjacent roads. The
spillover of lighting from luminaires onto public roads and property in residential or rural areas
zoning districts shall not exceed one half footcandle." Revise the plan to ensure conformity with this
note.
9. Ensure that photometrics are calculated using a maintenance factor of 1.0. Indicate this on the lighting
plan.
10. A note on the lighting plan states, "Refer to civil drawings for exact light pole locations." Revise the
civil drawings to make the light pole locations legible. Ensure that light pole locations are coordinated
with landscaping and utilities.
Please also note that your lighting /photometric plans will need to accompany your request for an
electrical permit for site electrical work/light poles.
Within 15 days of the date of this letter, please send me a letter (by email is acceptable) indicating
whether you will or will not proceed with these revisions. If you choose not to proceed with these
revisions, staff will be unable to approve your application. If you choose to proceed with the revisions,
please forward me one set of revised drawings together with a memo summarizing the revisions you've
made. Your decision to make the revisions will suspend the 60 -day review period associated with your
original submittal. However, I expect to complete the review of your revised proposal within 2 weeks of
your re- submittal.
If you have any questions about this action, please contact me as soon as possible. I look forward to
receiving your revisions and completing this review with an approval letter.
