Reference tree is a 30" poplar with a height of 124.7', 677.5' AMSL.
Establish a 2500 square foot lease area, with a 29' x 38' x 8' tall security-fenced compound and an 11'5" x 28' equipment shelter.

Install a 131.5' tall steel monopole; base at 556.0' AMSL, top at 687.5' AMSL.
Install 1 array of 3 flush - mounted panel antennas. Proposed antennas measure approximately 6' tall x 12" wide x 7" deep.
Pole, antennas and base station equipment to be painted SW 6090 java brown.
ANALYSIS FOR THE CERTIFICATE OF APPROPRIATENESS FOR THE GROUND EQUIPMENT AND BASE STATION
A Certificate of Appropriateness from the ARB is required for the base equipment portion of a proposed telecommunications facility in the
Entrance Corridors. The ARB may impose conditions on the Certificate of Appropriateness, based on the EC Guidelines, and consistent
with Section 5.1.40 of the Zoning Ordinance.

balloon was skylit and it appeared to rise significantly above the majority of

visible.
4. At the entrance drive and along the frontage of the property at 4577 Stony
Point Road (south of the subject parcel). When viewed from this location the
balloon was approximately 2500' away from the EC. The balloon was visible
for a distance of approximately 1200' along the EC — less than a minute when
traveling at the 45 mph posted speed. When visible, the balloon was skylit, but
it appeared more in line with the tops of nearby trees. This level of visibility
was not considered a negative impact on the EC.
It is anticipated that the level of visibility will increase during the late fall and
winter months when the leaves have fallen from the trees, but the visibility is not
expected to be so great as to have a negative impact on the EC.
SUMMARY OF RECOMMENDATIONS
Regarding _ the Certificate of Appropriateness for the ground equipment and base station:
Because the proposed facility is consistent with all applicable guidelines, staff recommends approval of the Certificate of
Appropriateness as proposed.
Regarding _ visibility of the monopole:
Staff recommends that the ARB forward the following recommendation to the Agent:
The ARB finds that the proposed location of the facility will sufficiently minimize the visibility of the monopole from the
Entrance Corridor such that no negative impact on the Entrance Corridor is anticipated.
