(Cheryl Taylor) Magisterial District Rivanna Proposal To install a 131.6' tall monopole structure with associated ground equipment and antennas. Context The northern and eastern parts of the subject parcel include a residence, open fields, and vineyard. The southern half and western side of the property are wooded. The surrounding area is rural in character with interspersed residences. The Southwest Mountains National Register Rural Historic District lies immediately to the east. ARB Meeting Date October 21, 2013 Staff Contact Margaret Maliszewski PROJECT DETAILS Proposed tower location is approximately 600' west of the Rt. 20 Entrance Corridor. Reference tree is a 30" poplar with a height of 124.7', 677.5' AMSL. Establish a 2500 square foot lease area, with a 29' x 38' x 8' tall security-fenced compound and an 11'5" x 28' equipment shelter. Install a gravel access road from the existing driveway, across the open field, into the wooded area, and to the lease area. Install a 131.5' tall steel monopole; base at 556.0' AMSL, top at 687.5' AMSL. Install 1 array of 3 flush - mounted panel antennas. Proposed antennas measure approximately 6' tall x 12" wide x 7" deep. Pole, antennas and base station equipment to be painted SW 6090 java brown. ANALYSIS FOR THE CERTIFICATE OF APPROPRIATENESS FOR THE GROUND EQUIPMENT AND BASE STATION A Certificate of Appropriateness from the ARB is required for the base equipment portion of a proposed telecommunications facility in the Entrance Corridors. The ARB may impose conditions on the Certificate of Appropriateness, based on the EC Guidelines, and consistent with Section 5.1.40 of the Zoning Ordinance. It is anticipated that the level of visibility will increase during the late fall and winter months when the leaves have fallen from the trees, but the visibility is not expected to be so great as to have a negative impact on the EC. SUMMARY OF RECOMMENDATIONS Regarding _ the Certificate of Appropriateness for the ground equipment and base station: Because the proposed facility is consistent with all applicable guidelines, staff recommends approval of the Certificate of Appropriateness as proposed.
