Whirley Commissioner of Highways October 29, 2013 Mr. Michael Koslow County of Albemarle Department of Community Development 401 McIntire Road Charlottesville, VA 22902 Re: SUB2013- 000159 Houndstooth Dear Mr. Koslow: We have reviewed the road plan for the Houndstooth dated October 2, 2013 as submitted by Roger W. Ray & Associates, Inc. and offer the following comments: 1. The sight lines need to be shown on the plan so that the available sight distance can be verified. 2. The sight easements should be located 5' behind the sight lines. 3. Does the turn lane warrant analysis call for the 50' taper? If so, there should be a taper on the opposite side of the entrance as well. 4. The offset distance for the taper should be shown on the plan. 5. The distance from the centerline of the proposed road to the centerline of the nearest commercial entrance /street intersection in each direction needs to be provided to verify compliance with the Access Management Regulations. It appears that Silas Jackson Lane and Woodland Road are the nearest intersections. 6. The roadway width appears to scale to 20'. The typical section shows a 10' lane and a 9' lane. The lane widths should be the same and should be in compliance with the Road Design Manual, Appendix B(1). 7. The typical section is not applicable to a large portion of the roadway as the majority of the roadway has a roadside ditch on both sides of the road. 8. The culvert does not appear to line up with the 20' permanent easement shown on the plan. 9. The culvert needs to cross the roadway perpendicularly. 10. There needs to be more topographic information at the inverts of the culvert to show how the roadside ditches will connect with the culvert. 11. The typical section needs to be in compliance with Appendix B(1) of the Road Design Manual. For a pavement width of 20', parking will not be allowed on either side of the road and No Parking signs need to be provided. 12. Note 5 references the approved erosion control plan. An erosion and sediment control plan was not provided with the submittal. An erosion and sediment control plan needs to be provided. 13. Note 9 references guardrail locations. I did not see where guardrail is shown on the plan. This note also indicates that guardrail length, locations, and end treatments will be field determined at the time of construction. The warrants for guardrail need to be provided by the designer and verified by VDOT during the construction plan review. 14. Note 12 references ditch lining. The appropriate lining should be determined based on the hydraulic calculations. 15. The parcel information needs to be added to the plan. At minimum, this information should include tax map parcel, landowner, landowner address and telephone number. 16. How was the DR = 6.4 derived? I believe that this value should be higher than 6.4. 17. The hydraulic calculations provided for the ditch are for a QZ storm which is used to determine velocity. The Qia storm needs to also be evaluated for capacity. In addition, the drainage areas for each segment of the evaluation should be provided as well as the derivation of the C- factor used in the calculations. 18. Additional information showing how the input values into the culvert form was derived needs to be provided.
