(The following comments are those that have been identified at this time. Additional comments or conditions may be added or eliminated based on further review.) [Each comment is preceded by the applicable reference to the Albemarle County Code.] Planning 1. [General] The rezoning, proffers and code of development should reflect the recently approved ZMA number. 2. [General] Please confirm the square footage of Building F as it has been reflected differently on other submittals. 3. [General] 4. [4.12.16c1] Perpendicular parking must be 9'x 18' or 10'x 18', some spaces appear to be 9'x 16'. 5. [General] Retaining walls adjacent to residential areas appear to be on or over the property lines. How will these be constructed without getting onto adjacent property? See engineering comments. 6. [General] Landscaping appears to be on top of sanitary/sewer lines in many locations on both C -31 & 32. Please revise or confirm that they can be planted in these locations. Also confirm that all lighting is out of the lines. VDOT, Troy Austin Comments are attached. Engineering, Michelle Roberge Comments are attached. Fire and Rescue, Robbie Gilmer 1. FDC location shall be on the address side of the building and within 50 ft of a fire hydrant. 2. Please add a note to the plans to address a Key box. The dimensions of the left turn lane and taper off of 4th Street should be shown on the site plan. In addition, left turn lane warrants should be provided. 2. I have concerns that the left turn queue off of 4th Street may create a problem with the intersection of 4th Street and Rte. 29 due to volume of traffic travelling east on 4th Street towards Rte. 29. If it cannot be demonstrated that this left turn movement will function without adverse impact to the Rte. 29 intersection, the proposed entrance should either be removed or made right- in/right -out by extending the median. 3. Is the intention to close the 4th Street connection to Rte. 29 at any point during construction? If so, the timing and operation of the traffic signal at the intersection needs to be considered and evaluated. 4. The construction entrance shown on 4th Street should be removed due to safety concerns. The construction entrance off of District Avenue should be adequate for this project. Site Development Plan (SDP201300061) 1. Please measure parking stall from face of curb to end of parking stall to avoid any confusion. For example some are labeled 9'x18' and some are 9'x16' (from edge of gutter to end of stall). 2. On sheet C -8 shift both stop signs 4' from the edge of intersecting travelway. These stop signs are located at exits of parking areas. 3. There is a crosswalk across Inglewood Drive. A CG -12 will be needed to tie into crosswalk. I will defer to planning to decide who is required to build that CG -12. Please discuss with planning. 4. Will there be a future sidewalk on the other side of District Ave? If a crosswalk across Blackbird Lane is necessary, this may impact the pavement marking at intersection. A 4' gap is standard between a crosswalk and white bar shown. 5. Sidewalks are typically shown on both sides of street. Is there a waiver to show sidewalk on one side of the street for Blackbird Lane and Swanson Drive Extended? Please clarify. 6. For Blackbird Lane, Swanson Drive Extended and 01 St, all entrances from travelway shall show a '25' radius at a minimum. See VDOT standard on page F -103. What are circular items on fuel area near island? Are they bollards? 9. Please provide'a circulation path for heaviest vehicle (ie. fuel trucks and 18 wheelers to bldg F -1) to ensure radius of medians are adequate. 10. On sheet C -10, the entrance to Block G from 4`'' St has not been approved by the County Engineer. The additional traffic study has not been presented nor has it been approved by the County Engineer. Please show the median with no breaks. 11. It appears some comments from the ZMA have not been addressed and should be addressed during the site plan phase. Please. address the following: Engineering Review Comments Page 2 of 3 a) The intersection of Swanson Drive Extended and 4th St. is almost addressed. The median on 4'h St needs to be widened to about 4' and revised to a raised median for its entire length. The pavement striping will not work. This raised median will be a pedestrian refuge if future sidewalks are necessary. b) Please provide a minimum radius of 3' for the median allowing channelized flow from Swanson Drive Extended. c) There is still an abrupt taper passed the intersection of Swanson Drive Extended and 4 " St. This area is almost addressed. Please use VDOT taper standard 8:1. hqp://www.extraliet.vdot.state.va.us/locdes/Electronic Pubs /2005 %20RDM /AppendF.pdf d) Extend island around fuel area to 4th St. e) On the SE comer of Bldg F -1, the pavement tapers off again. Please use VDOT taper standard 8:1. A smoother transition shall be shown for future connection to work. Also, maintain the 30' travelway around bldg corner. f) On NE side of bldg there are concrete slabs. The travelway needs to be clearly conveyed along this area. I recommend providing pavement marking for travelway. g) The applicant has agreed to reserve a possible parking entrance at the intersection of Blackbird Lane and District Ave. Please place a note on plan noting the entrance will be opened if left turn lane queuing length to proposed F -1 Bldg entrance is deemed inadequate by the County Engineer. I recommend including an inset within sheet showing this entrance. Also, please show easement for this entrance on plan. 12. Please show and label all the future connections on plan. Include the connector road to Commonwealth since it has been proffered. 13. Please show easements on plan for private road. This will need to be recorded on a plat. Also note, that stub outs for future connections shall be shown with easements. The easement should be wide enough for required grading to build future connection. 14. Please revise dimension for entrance near the vortechs. It appears greater than 24'.. 15. The parking stall near the vortechs area needs to be 9'x18'. Please revise stall and revise dimensions for the 9'x17.5' and 9'x 18.5'. 16. Please clarify why additional parking is proposed near the vortechs area. It appears this will be for future retail building within Block G. 17. The entrance from Blackbird Lane to Block F (near Inglewood Drive) is about 8 %. Maximum entrance slope is 4 %. Please revise. 18. Please provide 1' contours on site due to topography of site. Also, clearly label high points on site. 19. Provide detail for 225.1. There should be a depression to filterra inlet for maximum capture. Otherwise, runoff will just spill over to structure 225. Engineering Review Comments Page 3 of 3 20. Provide another filterra east of structure 226 to treat eastern side of that parking area. Also, provide at a minimum .5% grade for parking along bldg's NW wall for positive grade to additional filterra mentioned. 21. As a general comment, please show a minimum .5% grade on site. 22. All street name signs shall be located on the left side of road per Albemarle County Design Standards. 23. East of the loading dock wall are 478 contours. This area appears to be a ponding area. Please address grading to divert runoff to an inlet. 24. It appears there is more capture to DI structure 222 than filterra structure 222.1. Please revise layout for more treatment. 25. Provide an island for parking located west of loading dock entrance. 26. Some areas for proposed retaining walls are near the property line. For example in the NW corner, the retaining walls are about 12' high. It appears that land disturbance will be over the property line to construct walls. I recommend obtaining a grading easement from adjacent property owner. It appears there is another retaining wall right at the property line on the western property boundary line. Please clarify for all retaining walls near property line. 27. There are two areas on Sheet C -11 and C -12 that shows the sidewalk tapering from 6' to 5'.1 do not see the need to taper as majority of sidewalk is 6'. Please revise. 28. Please revise the spot elevations for the entrance to bldg F -1 from Blackbird Lane. The topo is not clear if it is a positive slope or negative slope. It appears the island towards the underground pipes can be lowered so runoff can be conveyed to parking lot inlet instead of Blackbird Lane. 29. On southern end of parking lot, there is a spot elevation 72.01 (TC) that will act as a low spot. Please revise so runoff can drain to structure 206.1. 30. For crosswalk across Swanson Drive Extended and continues to Bldg F -1, I recommend shifting about 3' north to be in alignment with sidewalk running east. This will also allow pavement marking near crosswalk to shift closer to intersection. 31. Please provide 20' easements for all SWM facilities and stormsewer pipes. Sincerely, Michelle Roberge
