Whirley Commissioner of Highways December 9, 2013 Mr. Michael Koslow County of Albemarle Department of Community Development 401 McIntire Road Charlottesville, VA 22902 Re: SUB- 2013 - 000159 Houndstooth Dear Mr. Koslow: We have reviewed the road plans for Houndstooth dated 1012/13 with revisions dated 11/18/13 as submitted by Roger W. Ray & Associates, Inc. and offer the following comments: 1. The standards for a Low - Volume (Commercial Entrance) apply only if the proposed road would remain private and not taken into the State Highway System. As this road is proposed to be dedicated to VDOT, the connection must meet the intersection sight distance. The connection likely meets the requirements; however, the sight lines are not shown in accordance with the sight triangles as shown in the Road Design Manual. The sight distance should be measured at a point that is 14.5' off of the edge of the closest through travel lane. The sight line appears to be measured at a point that is 10' of the edge of the travel lane. In addition, this point should be located 4' from the center of the proposed road and measured to the midpoint of each travel lane that the sight distance is being checked for. 2. Note that the typical section has a note referencing GS -SSR. While many of the standards are the same, the SSR standards are not applicable to projects submitted after July 1, 2009. Projects submitted after this date are required to meet the SSAR standards which are found in Appendix B(1) of the Road Design Manual. 3. The reference to Section 8.3.1.2 in the VDOT Drainage Manual is primarily streams and higher volume channels. Based on the grading plan that is provided, the majority of the 17.6 acres draining to the proposed culvert does not drain into the proposed roadside channel. Per the calculations provided, the volumes of flow in the roadside channel for the 10 -year storm are relatively low. This culvert should be oriented perpendicular to the roadway. 4. CBRs will be required for the new road and the pavement structure will need to be able to accommodate actual field conditions. The D, value of 6.4 is acceptable for design and likely to be adequate for the final pavement structure. If you need additional information concerning this project please feel free contact me.
