Additional comments or conditions may be added or eliminated based on further review.): [Each comment is preceded by the applicable reference, which is to the Subdivision /Zoning Ordinances unless otherwise specified.] Conditions of Initial Plan Approval (from approval letter dated 10/18/13): 1. A site plan meeting all the requirements of section 32.6 of Chapter 18 of the Code. Final: See Final Plan comments below. 2. [32.5.1(b)] The plan shall be prepared to the scale of one (1) inch equals twenty (20) feet or to another scale approved by the agent in a particular case. Please submit plan sets that are printed to scale. Final: Comment addressed. 3. [32.5.2(a)] Provide the correct tax map and parcel number in all places where the TMP is listed. An incorrect TMP is listed under `Legal Reference' and on the parcel itself on Sheet 1. Final: Comment addressed. 4. [32.5.2(a)] Add Entrance Corridor (EC) and Airport Impact Area (AIA) to the Zoning information. Final: Comment addressed. 5. [32.5.2(e)] Please make sure the existing landscape features are labeled and readable on the existing conditions and landscape plans. Final: The Grading and Utility Plan appears to also be the Landscape Plan; please include "Landscape Plan" in the sheet title or create a separate Landscape Plan sheet. The Existing Conditions Sheet shows both the existing and proposed treelines, please show only the existing treeline as an "existing condition" and label it as such on all sheets. Additionally, please show and label the proposed treeline on the landscape plan. 6. [32.5.20)] Please make sure the existing water and sewer facilities and any easements are shown and are readable. Final: Comment addressed provided Engineering and ACSA are satisfied. 7. [32.5.2(k)] Verify that all necessary easements for proposed water, sewer and drainage facilities have been shown on the plan. Final: Comment addressed provided Engineering and ACSA are satisfied. 8. [32.5.2(1)] Provide the location of any other existing or proposed utilities and utility easements including telephone, cable, electric and gas. Final: Comment addressed provided Engineering and ACSA are satisfied. 9. [32.5.2(n)] Clarify if any outdoor lighting is proposed; if it is, show the location(s) and provide a photometric plan. Final: See lighting plan comments below. 10. [32.5.z(n) &4.12.16(c)5] uimension the na idicapped space and access aisle. Final: Comment addressed. 11. [4.12.16(c)6] It appears that two rows of parking have spaces that are reduced to 16' in length. Due to the scale of the drawing it is difficult to verify if the required unobstructed overhang is provided. Please verify that a minimum of 2' of unobstructed overhang is shown on the plan. Final: Comment addressed. 12. [32.5.2(p) & 32.7.9)] Please include a plant schedule that includes the sizes of the proposed plant material in order to verify that the minimum size requirements of 32.7.9.5(c), 32.7.9.5(e), 32.7.9.6(c), & 32.7.9.7(c) are being met. Final: Comment addressed. 13. [32.5.2(p) & 32.7.9.4(b)] Existing trees may be preserved in lieu of planting new plant materials in order to satisfy the landscaping and screening requirements of section 32.7.9, subject to the agent's approval. If you intend to use existing trees to satisfy any of the landscape plan requirements, please include the following: 1. Areas and other features shown on landscape plan. The landscape plan shall show the trees to be preserved, the limits of clearing, the location and type of protective fencing, grade changes requiring tree wells or walls, and trenching or tunneling proposed beyond the limits of clearing. 2. Conservation checklist. The applicant shall sign a conservation checklist approved by the agent to ensure that the specified trees will be protected during construction. Except as otherwise expressly approved by the agent in a particular case, the checklist shall conform to the specifications in the Virginia Erosion and Sediment Control Handbook, pages III -393 through III -413, and as hereafter amended. Final: The Conservation checklist must be signed and dated. Tree protection must be shown for all existing trees intended to be preserved to satisfy landscape plan requirements; the existing oak near the parking lot does not appear to have protection indicated on the plan. All tree protection must be shown on the Landscape Plan as well as the Erosion Plan. 14. [32.5.2(p) & 32.7.9.6(a)] An area of at least five (5) percent of the paved parking and vehicular circulation area shall be landscaped with trees or shrubs. Neither the areas of street trees and shrubs required by sections 32.7.9.5(d) and (e) nor shrubs planted between a parking area and the building shall be counted toward the minimum landscaped area for a parking lot. Please provide all relevant information to verify this requirement is satisfied. Final: The 5% requirement refers to square footage of planting space, not tree canopy (as provided on the plan submitted). Please provide all relevant information to verify this requirement is satisfied. 15. [32.5.2(p) & 32.7.9.8] The minimum tree canopy requirement is 10 %. It appears this requirement has been met, but a note should be provided that indicates the square footage of tree canopy required and provided. Additionally, see comment #13 if this requirement is to be satisfied using existing trees. Final: Please label the area of existing trees proposed to be used to satisfy this requirement with its square footage. Additionally, the canopy numbers provided in the landscaping schedule for proposed trees is incorrect; Quercus alba provides 289 sf, Cornus florida provides 124 sf and Cercis Canadensis provides 124 sf. The schedule and canopy calculation should be revised accordingly. 16. [32.5.2(r)] Please include all symbols and abbreviations used on the plan in the legend Final: Comment addressed. 17. [Comment] If any off -site easements are required, the easement must be established or a letter of intent to grant the easement from the adjacent property owner must be provided prior to plan approval. Final: Engineering comments indicate an off -site easement as well as a future connection easement will be required; these easements must be reviewed, approved and recorded prior to Site Plan approval. 18. [Comment] Please clarify how the existing structure will be used. Depending on the proposed use, additional parking may be required. Final: Comment not addressed. Final Plan Comments: 19. [32.5.2(n)] Provide a handrail detail. 20. [32.6.1(a)] The authorizer preparer must sign and date their seal. 21. [32.6.2(c)] Proposed grading must be provided at two foot contours. 22. [32.6.2(h)] Add Albemarle County Service Authority to the signature panel. 23. [32.6.2(i) & 4.12.17(c)1] The minimum travelway width for two -way access aisles shall be twenty (20) feet. The proposed 14' travelway must be increased to 20'. 24. [32.6.20) & 32.7.9.5] Street trees are those that are located along existing and proposed streets and shall be selected from the "Large deciduous trees" on the County's Approved Plant List. Cornus florida is designated as an "ornamental tree" and, therefore, does not meet this requirement. Please update the landscape notes to indicate that only 2 street trees are provided. 25. [32.6.2(k) & 4.17] The lighting plan shows two proposed light fixtures; please verify that no other fixtures, including building mounted, are proposed. 26. [32.6.2(k) & 4.17] Provide (in the plan set) the manufacturer's cutsheets for each proposed fixture. 27. [32.6.2(k) & 4.17] The photometric plan does not extend to the back of the property; please verify that the spillover onto the residential property to the North is less than 0.5 foot - candle. A note stating such is sufficient. 28. [32.6.2(k) & 4.17] The lighting plan indicates that a LLF of 0.80 was used to create the photometric plan. Albemarle County requires that the LLF be 1.0; revise the photometric plan using the proper LLF. 29. [32.6.2(k) & 4.17] Provide the following standard lighting note on the lighting plan: Each outdoor luminaire equipped with a lamp that emits 3, 000 or more initial lumens shall be a full cutoff luminaire and shall be arranged or shielded to reflect light away from adjoining residential districts and away from adjacent roads. The spillover of lighting from luminaires onto public roads and property in residential or rural areas zoning districts shall not exceed one -half foot - candle. 30. [Comment] This site plan cannot be approved until ACSA, ARB, Fire /rescue and VDOT completed their reviews and grant their approval; comments will be forwarded upon receipt. Engineering comments have been provided. Inspections and E911 have completed their reviews and have no objection. Staff has provided references to provisions of Chapter 18 of the Code of the County of Albemarle. The Code is kept up to date by the County Attorney's office. The Code may found on the County Attorney's website which may be found under "Departments and Services" at Albemarle.org. In accord with the provisions of Section 32.4.3.5 of Chapter 18 of the Code if the developer fails to submit a revised final site plan to address all of the requirements within six (6) months after the date of this letter the application shall be deemed to have been voluntarily withdrawn by the developer.
