Perez- Senior Planner Division: Planning Services Date: December 31, 2013 Subject: SUB2013000185 Lochlyn Hill — Parcel Y and Z The Planner for the Planning Services Division of the Albemarle County Department Community Development will recommend approval of the plat referred above when the following items have been satisfactorily addressed. (The following comments are those that have been identified at this time. Additional comments or conditions may be added or eliminated based on further review.) [Each comment is preceded by the applicable reference to the Albemarle County Code.] 1. [14- 303(A)] Statement of consent to division. Changes to the State Code and to the County of Albemarle Subdivision Ordinance require changes to the consent to division statement. Please revise the statement to read: "The platting or dedication of the following described land [insert correct description of the land subdivided] is with free consent and in accordance with the desire of the undersigned owners, proprietors and trustees, if any. " Revise. 2. [[14- 302(A)(4 &5)] On the road plan, in the City owned residue area of 3,680SF which is located between Parcel Y and Z, it is designated as existing road which is to be demolished and returned back to grass; also driveways are to be extended in this area. In order to do this a temporary construction/grading easement is required. It is advisable to revise this plat to also depict the required temporary construction/grading easement over the residue 3,680SF. This easement will be required in order to approve the final subdivision plat. Also, proposed easements should be labeled with information indicating to whom the easement is dedicated. 3. [14- 302(A)(4 &5)] Also, note #5 states: "...as shown hereon are hereby dedicated for public street purposes. " However, the statement should be revised to read: "...as shown hereon are hereby dedicated to public use. " 4. [14- 302(A)(15)] Identification of all owners and certain interest holders. On the plat provide the address of the property owner: the City of Charlottesville. 5. [14- 303(0)] Sheet 1, under the Agent's signature panel either remove "SUB2013" or complete this section with "SUB2013- 185 ". Revise. 6. [14- 302(B)(7)] Reservoir watershed; agricultural forestal district. Provide a note on the plat that states the property does not lie within a watersupply watershed and does not lie in an agricultural forestal district. 7. [Section 14- 302A(3)] Existing or Platted Streets. On the plat provide the route number for the existing state road; Pen Park Lane (Rte 1481). 8. [14- 302(B)(1)] General Information. When the plat is revised, please provide the date of the last revision on the plat. 9. [Comment] Engineering has reviewed the plat and they have no objections. 10. [Comment] VDOT approval is required, their comments are pending. Please contact Christopher P. Perez at the Department of Community Development 296- 5832 ext. 3443 for further information. 2
