Whirley Commissioner of Highways December 10, 2013 Ms. Megan Yaniglos Senior Planner County of Albemarle Department of Community Development 401 McIntire Road Charlottesville, VA 22902 Re: ZMA- 2013 -00016 Avinity II Dear Ms. Yaniglos: We have reviewed the Zoning Application Plan Amendment for Avinity II dated 9116113 as submitted by Collins Engineering and offer the following comments: 1. The access management spacing between Pebble Drive and Kappa Sigma needs to be addressed. Relocating the fraternity entrance to either Pebble Drive or Avinity Loop should be considered. 2. The available intersection sight distance for Pebble Drive needs to be provided and verified. 3. Right -of -way should be dedicated from parcels 91 -16A and 91 -16B to compensate for the existing right -of -way being used to widen Route 20. 4. On Sheet 5, there is a note indicating that a 18" CMP under Route 20 is to be replaced. The condition of this pipe should be investigated to determine if the pipe can be extended or whether it needs to be replaced. This can be dealt with during the construction plan review. 5. It appears that on Sheet 4 that curb and gutter will be installed along the widened Route 20 between Pebble Drive and the entrance to Kappa Sigma. However, Sheets 3 and 5 appear to indicate that curb and gutter will not be used. This should be clarified and the road drainage should be considered.
