Whirley Commissioner of Highways December 19, 2013 Ms. Megan Yaniglos Senior Planner County of Albemarle Department of Community Development 401 McIntire Road Charlottesville, VA 22902 Re: SDP - 2013 -00060 Plain Dealing Farm -- Site Plan Exception Dear Ms. Yaniglos: We have reviewed the Site Plan Exception request for the Plain Dealing Farm located off of Routes 712 and 713 and offer the following comments: The entrance located off of Coles Rolling Road appears to be adequate in terms of geometrics and sight distance for the proposed use. The entrance located off of Glendower Road does not appear to meet sight distance requirements without the trimming/removal of some existing trees along Glendower Road. We need additional information concerning the trip generation and use that will be accessing the State Highway System via Plain Dealing Farm. The requirements and overall evaluation of the entrance are dependent on the following criteria: a. Is the dwelling being replaced currently occupied? If not, when was the last time that the dwelling was occupied? b. Does the farm sponsor horse shows on the property, if so, what size and trip generation is typical? c. Does the farm provide riding lessons, if so, how frequently and what daily trip is anticipated? d. What is the total number of dwellings that front onto Plain Dealing Farm? e. How many employees drive to the farm on a daily basis? If you or the applicant needs additional information or have questions about this project, please feel free to contact me.
