Subject: SDP- 2013 -065 Fifth Street Station- Final Site Plan
The Planner for the Planning Services Division of the Albemarle County Department Community
Development will recommend approve the plan referred to above when the following items
have been satisfactorily addressed. (The following comments are those that have been
identified at this time. Additional comments or conditions may be added or eliminated based
on further review.) [Each comment is preceded by the applicable reference to the Albemarle
County Code.]
Requirements:
1. [32.5.2 (i); Proffer 1(G)] Provide a sidewalk from the parking to the bus stop within the
park and ride lot. The whole site needs to be shown on the final site plans, including all
of Bent Creek Road, and improvements. While this information was shown on the road
plans, it also needs to be on the final site plans. Staff needs to verify that the Proffer is
being met and that the park and ride lot landscaping is being provided.
2. [32.5.2 (p)] The conservation checklist will need to be signed prior to signing of the final
site plan.
3. [Proffer #1 -G] Coordinate the location of all transit stops with CAT. Provide
documentation from CAT that they approve any stops with this site plan.
4. [Proffer 10(D)] Provide engineering documentation that states the Wegman's and the
site meet the Best Management Practices to be reviewed and approved by the County's
Program Authority. Also provide written documentation that the Thomas Jefferson
Foundation has approved the proposed roof material color for the building.
5. [32.7.9.5] Some of the street trees that are being shown conflict with the proposed
retaining walls. Revise the road plans and the final site plan so conflicts are resolved.
6. [32.6.2] All easements will need to be submitted for review and approval prior to final
site plan approval. (ie off site grading, landscaping, drainage, etc)
7. [4.17] Proposed lighting must have a half a foot candle or less at the property lines and
rights of way. Revise the lighting plan or request a special exception under 4.17.5
8. [4.17] Proposed light type "OA' is not a full cut off light. Replace with a fixture that is full
cut off
9. [Proffer 1(D)(1)] "The first final site plan for the Property shall reserve the Landfill
Segment, including pedestrian and bicycle accommodations and the dedication of
related drainage, slope and utility easements, for future dedication to the County at the
County's request and in the County's sole discretion." Please show this information on
the final site plan. Any easements being dedicated will need to be done through an
easement plat.
