Comments to address for Initial Site Plan: 1. Please provide VDOT's CG -11 commercial entrance per section 4.12.17 (b). 2. It appears that no storm drain system is proposed and all pavement runoff will be diverted by pavement surface, then to a concrete flume, then to a biofilter. Please show a storm drain system with an outfall pipe to biofilter. Two possible locations for DI s are the NE corners of parking lots. 3. Also provide VDOT Standard CG -6. 4. For parking spaces that are only 16' in length, please show a 2' unobstructed overhang per 4.12.16(c)6. 5. Please dimension the handicap parking space and verify it meets standard per 4.12.16(c)5. 6. The plans do not appear to be at (1) inch is equal to (20) feet. Please print to scale. 7. For the most southern parking lot, there is a 2' median separating the parking from the travelway. Please provide, at a minimum, a 3' median. 8. It appears there is a proposed retaining wall. The limits of disturbance will encroach on TMP 45- 100A. Please show the correct limits of grading and limits of disturbance. 9. An approved WPO will be required prior to the approval of the final site plan. Also with WPO application, an adequate channel analysis from the biofilter shall be shown with adequate outfall protection. Comments to address for Final Site Plan: 1. Please provide top and bottom elevations and detail for retaining wall. 2. Please provide pavement detail per 4.12.15. 3. Please provide the permanent drainage easement and access easement for biofilter. 4. Please provide the Albemarle County general construction note. [32.5.2(p) & 32.7.9)] Please include a plant schedule that includes the sizes of the proposed plant material in order to verify that the minimum size requirements of 32.7.9.5(c), 32.7.9.5(e), 32.7.9.6(c), & 32.7.9.7(c) are being met. 12. [32.5.2(p) & 32.7.9.4(b)] Existing trees may be preserved in lieu of planting new plant materials in order to satisfy the landscaping and screening requirements of section 32.7.9, subject to the agent's approval. If you intend to use existing trees to satisfy any of the landscape plan requirements, please include the following: 1. Areas and other features shown on landscape plan. Please provide all relevant information to verify this requirement is satisfied. 14. [32.5.2(p) & 32.7.9.8] The minimum tree canopy requirement is 10 %. It appears this requirement has been met, but a note should be provided that indicates the square footage of tree canopy required and provided. Charlottesville, VA 22902 Subject: Site Review Meeting Comments August 200' Site Review Meeting Dear Mr. Brooks: Below are VDOT's comments for items on the August 200i, 2013 Site Review Committee Meeting agenda as indicated in a memorandum dated July 12, 2013: SDP201300043 Cole's Import Specialists — Initial Site Plan (Ellie Carter Ray) 1. The site plan needs to be submitted on a standard, full size plan sheet. The reduction has not provided a standard scale. 2. The proposed entrance does not meet the access management spacing requirements for full access based on the distance to Berkmar Drive. The entrance will need to be constructed as a right - in/right -out entrance. In addition, the distance to the nearest commercial entrance to the east of this entrance should be shown on the plan. 3. The minimum width of a commercial entrance is 30' as indicated in Appendix F of the Road Design Manual. 4. The curb and gutter of the entrance should match that of Rio Road to the end of radius. 5. The pavement structure of the entrance should match that of Rio Road. 6. The entrance to the site needs to be constructed in accordance with the standard for CG -11 as indicated in the Road and Bridge Standards. 7. Based on the ADT of Rio Road, the entrance may require at a minimum a taper. An anticipated trip generation for the site needs to be provided including both the proposed automobile service facility and the existing dwelling since it appears that the dwelling will remain as indicated on the site plan.
