RE: SDP201400016 Cale Elementary School — Minor Amendment
Dear Sir:
Your Minor Amendment application has been reviewed. In order for the amended site plan to be
approved the following revisions are required:
1. [32.5.2(a)] Show the closest boundary line and provide a dimension between the line and the
proposed improvements.
2. [32.5.2(a)] Add Entrance Corridor (EC) to the Zoning note.
3. [32.5.2(a)] Once a boundary line is shown, provide departing lot lines where applicable.
4. [32.5.2(a)] Provide setback information, either graphically or in the notes.
5. [32.5.2(b)] Provide the total number of parking spaces including those added with this proposal.
6. [32.5.2(d)] Show areas of the site where existing slopes exceed 25 %.
7. [32.5.2(e)] Show any existing landscape features as described in 32.7.9.4(c).
8. [32.5.2Q,k,l)] Verify that the location(s) of all existing utilities and utility easements including water,
sewer, drainage, telephone, cable, electric and gas are shown on the plan. If any, please label with
the Deed Book and Page reference.
9. [32.6.2(h)] Revise the signature panel to include Fire Rescue and ARB, and eliminate Zoning.
10. [32.6.20) & 32.7.9.4(b)] Existing trees may be preserved in lieu of planting new plant materials in
order to satisfy the landscaping and screening requirements of section 32.7.9 or to meet conditions of
approval, subject to the agent's approval. It appears that some of the Landscape Plan requirements
are proposed to be met with existing vegetation. The landscape plan should show the trees to be
preserved, the limits of clearing, the location and type of protective fencing, grade changes requiring
tree wells or walls, and trenching or tunneling proposed beyond the limits of clearing. In addition, the
applicant shall sign a conservation checklist approved by the agent to insure that the specified trees
will be protected during construction. Except as otherwise expressly approved by the agent in a
particular case, such checklist shall conform to specifications contained in the Virginia Erosion and
Sediment Control Handbook, pp III -284 through III -297, and as hereafter amended. This checklist
must be completed, signed, and dated.
11. [32.6.20) & 32.7.9.6(b)] The 5% landscaped area required shall be planted with a mixture of shade
trees and shrubs and shall include one (1) large or medium shade tree per ten (10) parking spaces or
portion thereof, if five (5) spaces or more. It appears this requirement has been met, but the note
states 1 tree per 20 parking spaces is required; please revise.
12. [32.6.20) & 32.7.9.7(b)] Parking areas consisting of four or more spaces shall be screened from
adjacent residential districts. If existing trees are to be used to satisfy this requirement, provide the
information requested above regarding preserving existing trees in lieu of planting new plant material,
and information regarding the depth of the tree buffer between the proposed parking expansion and
the residential area.
13. [32.6.20) & 32.7.9.8] The tree canopy requirement for this site is 10 %; if existing trees are to be used
to satisfy this requirement, provide the information requested above regarding preserving existing
trees in lieu of planting new plant material.
14. [32.6.2(k) & 4.17] Is any outdoor lighting proposed? If so, all lighting (including building mounted
fixtures) must be shown on a lighting plan that includes a photometric plan, luminaire schedule and
cut sheets for each proposed fixture.
15. [Comment] This amendment cannot be approved until Inspections, ACSA and Fire Rescue
complete their reviews and grant their approval; comments will be forwarded upon receipt.
Engineering and VDOT have reviewed the plan and have no objection. ARB comments have been
provided.
Staff has provided references to provisions of Chapter 18 of the Code of the County of Albemarle. The
Code is kept up to date by the County Attorney's office. The Code may found on the County Attorney's
website which may be found under "Departments and Services" at Albemarle.org.
In accord with the provisions of Section 32.4.3.5 of Chapter 18 of the Code if the developer fails to submit
a revised final site plan to address all of the requirements within six (6) months after the date of this letter
the application shall be deemed to have been voluntarily withdrawn by the developer.
