Please find review comments included in this letter. Please see the attached re- submittal schedule for a list of dates on which you can submit your revisions and responses to review comments (below and attached), as well as for possible Planning Commission dates. (Please note that the listed dates are the earliest possible, but actual dates need to be selected to suit the revision schedule for each project.) COMMENTS Planning (Scott Clark) Please confirm that Tandem Lane is only used as an exit for student drop -offs, and/or let us know what else it is used for. Please note the Fire /Rescue comments below and contact Robbie Gilmer directly to discuss the choice between providing access on all sides of the proposed building vs. providing internal fire sprinklers. This question will need to be resolved before this request goes to public hearing. Zoning (Francis MacCall) This was my comment from the first round: 1. The concept plan should reflect the current conditions onsite. One of the more specific things to show accurately is the parking that was established with SDP 1998 -119. A revised concept plan will help with future determinations regardingproposed changes. The site is not incompliance with the approved site plan regarding the parking and landscaping within the parking lot approved with SDP1998 -119. The amount of parking for the concept plan should be OK for the proposed changes to the SP. The numbers they physically show on the plan (109) vs. the number listed in the narrative (108) vs. what was approved with SDP1998 -119 (108) are different but can be corrected with a site plan amendment. It appears that the surfacing approved was never installed and the landscaping within the parking lot was never installed as shown on the plan, but there may be more. What appears to physically be onsite (parking spaces, surfacing and landscaping) in this large parking lot is different from what was approved on SDP1998 -119. With all of that being said, they will be required to submit a site plan amendment for any physical changes proposed with the SP and the site plan regulations will take care of these discrepancies between onsite improvements and approved site plans. With that I do not think any additional conditions need to be added for this. Engineering (Michelle Roberge) Comments are based on plan received on Jan 21, 2014. 1) It appears the existing condition is not reflected on the plan. Please provide an updated existing condition plan. 2) The plan includes proposed items which are difficult to differentiate from existing items. I recommend providing another sheet with proposed items and final site layout. 3) The additional bldg will add impervious area to site. Show a conceptual plan for SWM since it appears to be no room for it. Fire /Rescue (Robbie Gilmer) Based on SP dated 1/22/14 1. A 20 ft wide fire access road is required to within 150 ft of all portions of the first floor of the building per VSFPC 503.1.1. 2. Dead -end fire apparatus access roads in excess of 150 feet (45 720 mm) in length shall be provided with an approved area for turning around fire apparatus. Per VSFPC 503.2.5 3. A required fire flow test must be performed. 4. A Rapid entry key box is required. Contact Albemarle County Fire Prevention office for the type and location. This can be noted added to the plans and location can be determined during construction. 5. Fire Department Connection shall be on the address side of the building and within 50 ft of a hydrant. The hydrant and FDC shall be located so that when in use the hose lines shall not block other in coming apparatus. Virginia Department of Transportation (Troy Austin) • No objections Resubmittal or Public Hearing Within 30 days of the date of this letter, please do one of the following: (1) Resubmit in response to these comments on a resubmittal date as published in the project review schedule (the full resubmittal schedule may be found at www.albemarle.org in the "forms" section at the Community Development page). Please use the enclosed resubmittal form; OR (2) Request a public hearing be set with the Planning Commission based on the information provided with your previous submittal (a date will be set in accordance with the Planning Commission's published schedule as mutually agreed to by you and the County), OR (3) Request indefinite deferral and state your justification for requesting the deferral. (Indefinite deferral means that you intend to resubmit /request a public hearing be set with the Planning Commission after the 30 day period.) If we have not received a response from you within 30 days, we will contact you again. At that time, you will be given 10 days to do one of the following: a) request withdrawal of your application, b) request deferral of your application to a specific Planning Commission date as mutually agreed to with staff, or c) request indefinite deferral and state your justification for requesting the deferral. If none of these actions is taken, staff will schedule your application for a public hearing based on the information provided with your original submittal. Please be advised that, once a public hearing has been advertised, only one deferral prior to the Planning Commission's public hearing will be allowed during the life of the application. The only exception to this rule will be extraordinary circumstances, such as a major change in the project proposal by the applicant or more issues identified by staff that have not previously been brought to the applicant's attention. As always, an applicant may request deferral at the Planning Commission meeting. Please feel free to contact me if you wish to meet or need additional information.
