Re: SDP - 2014 -0004 Out of Bounds Initial Site Plan
We have reviewed the preliminary site development plan for Out of Bounds dated 1121114 as
submitted by Shimp Engineering, P.C. and offer the following comments:
1. CG -6 should be used on Bennington Road and on the entirety of Georgetown Road rather
than CG -2.
2. Road "A" needs to be labeled as a private road.
3. There needs to be an adequate turn around for Georgetown Road that is entirely within
dedicated right -of -way. Using Road `B" as a turn around will not be acceptable.
4. The storm sewer from ST -3 to ST -2 to ST -1 needs to be revised so that the Georgetown
Road crossings are perpendicular. We would suggest a new structure being located on
the west side of Georgetown Road connecting ST -3 to ST -1. ST -2 could be shifted to the
north so that its connection with ST -1 would be perpendicular.
5. A crosswalk and CG -12 should be added for Georgetown Road near the intersection with
Barracks Road to accommodate a potential sidewalk along Barracks Road to the east.
6. Is a crosswalk that does not connect to a sidewalk necessary at the intersection of
Georgetown Road and Bennington Road? Also, a CG -12 should be provided on each end
of the crosswalks.
7. Per Appendix B(1) of the Road Design Manual, there should be a minimum of a 3' strip
between the sidewalk on Bennington Road and the back of curb. If there is not a 3' strip,
the sidewalk should be 8' wide. It may be necessary to place the sidewalk on the south
side of Bennington Road to meet this requirement if the existing tree shown in the plan
cannot be removed.
8. The T -type turnarounds should be a minimum of 60' long in each direction measured
from the centerline of Bennington Road and a minimum of 20' in width. In addition, the
radii should be a minimum of 28'.
9. ST -14 should be located on the west side of Georgetown Road instead of at the terminus
as shown.
10. The on- street parking on Georgetown Road conflicts with the sight lines for Road "A ",
Bennington Road, and Road `B ". An alternative design is necessary to ensure that sight
distance is not impacted at each of these intersections.
11. The storm sewer crossing of Georgetown Road between ST -11 and ST -12 needs to be
perpendicular. It appears that ST -11 could be shifted to the south to meet this
requirement.
12. How is the proposed on -site storm sewer going to connect to the existing storm sewer at
Barracks Road? Consideration to this connection should include a method that would not
result with manhole structures in the paved surface.
13. 1 could not find a typical section for Bennington Road other than that for Bennington
Road Extended. This typical section does not match the plan view for Bennington Road.
14. Pavement design calculations need to be provided for review.
15. Storm sewer calculations need to be provided for review.
16. The traffic signal design needs to be provided for review.
17. The intersection with Georgetown Road should be added to the profile for Bennington
Road.
18. Street trees need to be located at least 30' from the end of radius at each intersection as
shown in Appendix B(I) of the Road Design Manual.
19. Additional design needs to be provided for the Barracks Road improvements, including a
Maintenance of Traffic Plan (MOT) for the work to be performed.
