HomeMy WebLinkAboutSDP201200015 Review Comments Letter of Revision 2 2014-04-11Ellie Ray From: Ellie Ray Sent: Friday, April 11, 2014 11:16 AM To: Ron Lilley Subject: SDP201200015 Ivy Fire Station - LOR #2 Ron, I have reviewed the submitted Letter of Revision and have the following comments: 1. Please indicate the height of the flag pole and the distance to the closest property line. Section 4.10.3.1(b) states that flag poles shall not be located closer in distance to any lot line than the height of the structure. 2. The loading space must be delineated in a manner that identifies and preserves the required dimensions with paint striping, signage, or by other means approved by the zoning administrator (4.12.18(d)). If the loading space sign is to be removed, the space will likely have to be delineated with striping. Please let me know if you have any questions or need additional information. The letter of revision proposes creation of a phasing plan for the Ivy Fire Station (at Kirtley Warehouse) to allow for partial occupancy authorization by Zoning, with the following conditions: 1. Designation of the phases as indicated on the attached plan. 2. The partial occupancy authorization is sought to allow Fire Rescue to run an ambulance to serve the Ivy area prior to complete occupancy. 3. The seven (7) parking spaces along Kirtley Lane are already completed. 4. The site will be base -paved on the eastern 20 parking spaces and appropriate dumpster pad /access, and safe access to the front door will be in place and maintained at all times. The phase 1 parking area needs to be free of equipment, materials, rebar and other items. 5. The ditch work in front of the building will be complete. Make sure there are no open ditches or holes in the phase 1 parking area or in the front of the building. 6. A ramp or some other transition will be provided beside the concrete pad /apron outside the bay doors further from Northridge. . 7. The warehouse side of the building is not in use and will not be in use prior to completion of the full site plan improvements. 8. A safety barrier and appropriate signage will be provided between the early- occupancy side and the under - construction side of the site. 9. If needed, temporary delineation of parking spaces will be provided. 10. The remainder of the site improvements are expected to be completed within the next month. This is the first (1st) Letter of Revision for this site. Three (3) Letters of Revision are allowed, after which all required changes must submitted in the form of a site plan amendment. I'm attaching the site graphic that I provided with the request for partial occupancy, and offer the following details for the proposed change: The sitework being done in conjunction with the Korean Community Church sitework, by the UVA Health Services contractor (Parham), was delayed with KCC legal clearances for their property, so the KCC side of the Kirtley sitework was delayed until the easements on that side got finalized —just recently. It will take some weeks yet before that side of the Kirtley site is substantially completed and the final paving for both sides can be done. Meanwhile, Fire Rescue has developed a previously - unforeseen need to run an ambulance to serve the Ivy area before their complete occupancy of the Station later in June, so early partial occupancy is sought. There is not intended to be "general public" use of the facility until full occupancy is authorized. The site will be base -paved on the east side of the site, and safe access to the front door will be in place. The steps to the UVA LTAC Hospital site may not be complete within the next week, so I have shown them as outside the Phase I area. They are not needed until the Korean Church sitework is complete, at which point some Hospital employees will park at the church and walk over the Kirtley site and up the steps, and back again. The base -paved area will provide for 20 parking spaces and appropriate dumpster pad /access. The 7 spaces at the top of Kirtley Lane have already been completed. The early occupancy phase for ambulance service will need two parking spaces. The WA warehouse side is not in use and will not be in use before full site plan improvements are complete, so no parking in support of that is necessary, but the paved area will provide 18 spaces for any remaining construction workers and the very occasional vehicle that still comes to get something at the warehouse. We will provide a safety barrier and appropriate signage between the early- occupied side and the under- construction side, and safe access to the building will be maintained. Again, the remainder of the sitework should be complete within the next couple of weeks, but we would like to do the final paving at the same time the final paving for the KCC site is done, which should be fairly soon, but may be a number of weeks still. We can provide temporary delineation of parking spaces in the meantime. Please let me know if this LOR request is deemed approved as soon as possible so I can get Zoning approval for early occupancy as soon as possible. Thanks for your help! Sincerely, Ronald .
