Architect 1951 -A Evelyn Byrd Ave Harrisonburg, Va. 22801 RE: ARB- 2014 -40: BriarwoodCommercial 032GOOOOOOOOA0 Dear Mr. Cupp: The Albemarle County Architectural Review Board reviewed the above noted item at its meeting on Monday, May 5, 2014. The Board, by a vote of 4:0, approved the request, pending staff administrative approval of the following conditions: 1. Provide on the drawings information confirming that proposed windows meet the following criteria: Visible light transmittance (VLT) shall not drop below 40 %. Visible light reflectance (VLR) shall not exceed 30 %. 2. Provide for review detailed landscaping plans for the temporary stormwater facility located south of the gas station, the outfall area located north of Briarwood Drive, and any other facilities whose landscaping is proposed to change from the original ARB approval. 3. Revise the photometric plan to add footcandle readings along the EC frontage where the on -site levels are .7 and .8 near the property line. If necessary, revise the plan to eliminate spillover in excess of .5 fc. 4. Revise the photometric plan to limit light levels under the fuel pump canopies to 20 fc maximum. 5. Identify in the lighting schedule, or with a note on the lighting plan, the color of the light fixtures and poles. Bronze is recommended. 6. Provide more detailed information to clarify how the glare from the canopy lights is being mitigated. Add landscaping as necessary to minimize the glare as viewed from the EC. Due to the site's location significantly above the EC, revise the color of the canopy face and the underside of the canopy to reduce the glare of the currently proposed bright white surfaces and coordinate more fully with the building colors. 7. Add the standard lighting note to the plan: "Each outdoor luminaire equipped with a lamp that emits 3,000 or more initial lumens shall be a full cutoff luminaire and shall be arranged or shielded to reflect light away from adjoining residential districts and away from adjacent roads. The spillover of lighting from luminaires onto public roads and property in residential or rural areas zoning districts shall not exceed one half footcandle." 8. Revise the landscape plans to account for the ninth Willow Oak along the EC. 9. Provide additional information on the plan to show how the retaining walls will accommodate the planting of trees close -by. Indicate on the plan how far the geogrid reinforcement will extend beyond the various walls. 10. Revise the spacing of trees along Road B to 40' on center. 11. Revise the interior parking lot trees to a large species, 2'/2" caliper at planting. 12. Provide a 3D visualization illustrating the southbound view of the site and the east elevation of the convenience store. 13. Indicate on the drawings the proposed colors for the retaining wall block and provide samples for review. The proposed color of the block for the retaining walls at the entrance should provide some variation to help diminish the scale and blankness of the walls. 14. Revise the detail drawing to identify the material and color of the handrail proposed for the retaining walls. Evergreen shrubs are preferred to handrails. 15. Plant the ground level between proposed walls 1 and 2 with evergreens and/or evergreen climbing plant material. 16. Provide for review detailed landscaping plans for the mitigation area. 17. Revise the canopy elevations to show 14'6" to the bottom of the fascia. Include other information to clarify the points on site at which 14'6" height will be located. Notes may be added to the plan, if necessary, to indicate that the height may increase in other locations. *Please note that the ARB also requested that the retaining wall block samples return as a work session or "other business" item for Board review. When you are ready to present the block samples, please contact me so that we may schedule the work session. Please provide: 1. Two full sets of revised drawings addressing each of these conditions. Include updated ARB revision dates on each drawing. 2. A memo including detailed responses indicating how each condition has been satisfied. If changes other than those requested have been made, identify those changes in the memo also. Highlighting the changes in the drawing with "clouding" or by other means will facilitate review and approval. 3. The attached "Revised Application Submittal" form. This form must be returned with your revisions to ensure proper tracking and distribution. When staff s review of this information indicates that all conditions of approval have been met, a Certificate of Appropriateness may be issued.
