owner has requested an amendment to permitted colors (Attachment E). Proposed changes are shown in blue below.

Wall Signs For Multiple Business Centers
Coordination (sign type, size, placement,
illumination, color, and/or font) is required for
multiple business centers signs.
Multiple business centers shall use a single sign
type for all wall signs.
When illumination is required, the preferred
solution is to externally illuminate the sign — in
other words, to shine a light on the sign.
External illumination is preferred because it
allows consistency with the daytime image of
the sign. External lighting appears to the viewer
as reflected light and allows the focus of the
sign to be the original overall shape, color and
complete design of the sign. Internal lighting
produces a fragmented, rather than unified, sign
image at night compared to external lighting and
may project light that is distracting to the
viewer.
External illumination is also preferred for
approved graphics /logos; internal illumination
may be considered for approval on a case -by-
case basis.

The proposed externally illuminated panel
sign meets existing, approved sign criteria for
sign type, illumination type and location. The
applicant is proposing to use the existing
linear fluorescent fixture across the top of the
sign panel (Attachment D). That fixture was
installed previously without ARB approval.
The 32 watt bulbs shown in the photo emit
fewer than 3,000 lumens; thereby eliminating
any full cutoff requirement. The fixture does
not have a shield on it to direct illumination to
the sign face only. The Guidelines encourage
the use of fixture shielding to avoid glare.

Colors
Compatibility among signs must be maintained
through color or font and typeface selection.
Colors must be harmonious with each other.
Colors must not clash with other elements on
the site, both when viewed in daylight and at
night, whether the signs are externally or
internally lit. Overly intense color, such as but
not limited to dayglo or fluorescent colors, are
prohibited.
The use of three colors or fewer is more
appropriate for signs in the Entrance Corridor.
Black and white are counted as colors.
Additional colors may be approved if they
contribute to a balanced and unified sign design
ISSUE
Proposed Amendment To Sign Colors:
Existing criteria limit the palette of colors to
four, including white only for text and blue
only for the background. The shade of blue
must coordinate with the blue background of
existing signs. The applicant is requesting that
the criteria be amended to allow for an
additional mottled gray background color
(sample) and to allow four additional text
colors including Red: PMS 7247, Orange:
PMS 138, Yellow: PMS 143 and Gray: PMS
432. There is also a request to amend the total
number of permitted sign colors, including the
background color, to five.
The unusual appearance of the mottled
background color is not likely to appeal to
many tenants. EC guidelines allow for more
than three colors when the additional colors
contribute to a coordinated appearance.
Background colors of panel signs have a big
impact on the EC due to the percentage of the
sign area they occupy. Use of the same
background color is one of the most effective
means for providing coordination among
signs, and the impact of the background color
in this development is significant due to the
unusual roof locations. The impact of sign text
and graphic colors however, is significantly
less due to the distance from the EC and the
smaller sign area they typically occupy.

amount of sign area occupied by the gray
color and the sign's location on the roof. The

however, their impact is sufficiently mitigated
by the sign's distance from the EC, location

Summary of Recommendations:
Staff recommends the following as the primary points of discussion:
1. Proposed sign panel background colors.
2. The impact of sign text and graphic colors on the EC.
Staff recommends approval of the Certificate of Appropriateness for the Al Carbon sign with the following conditions:
1. Revise the sign drawing to indicate the addition of a light shield to direct light to the sign face only.
2. Revise the sign drawing to show a blue background color with a shade of blue that coordinates with the blue background of existing signs.
3. Redesign the sign panel by limiting the use of the charcoal briquette graphic as a border around the edge of the sign panel.
Staff recommends approval of the following Amended Comprehensive Sign Criteria for the Woodbrook Shopping Center, which incorporate staff
recommendations outlined in the analysis section of this report. Staff's recommended deletions to proposed criteria are struck through. Staff's
recommended additions are highlighted yellow.
