Tracey - I have completed my review of the above -noted ARB sign application. The following issues have been
identified.
Currently there is no approved site plan and no ARB approved site and building plan. I cannot approve this ARB
application until there is site plan approval and ARB approval of the site and building plans. Do not begin construction of
any signs until you have both ARB sign approval and an approved sign permit.
Regarding the freestanding sign.
1. Revise the sign drawing with notes to clearly indicate just what illuminates. The zoning ordinance requires that
the sign have an opaque background. Include a note that the white background shall be opaque.
2. Revise the sign drawing to include the following note regarding LED intensity:
The level of illumination provided by the LED lights will not exceed the illumination produced by a single
stroke of 30 milliamp (ma) neon.
3. The sign location and landscaping around the sign cannot be evaluated until the site plan/landscape plan has been
approved.
4. Sign brick base material must match the approved building material. Currently, no building material has been
approved.
Re ag rding the wall signs:
1. The zoning permit planner will not evaluate the wall signs for compliance with the zoning ordinance until the site
plan has been approved.
2. The wall signs cannot be evaluated for compliance with the ARB sign guidelines until the ARB has approved the
building design.
3. Revise the sign drawing to include the following note regarding LED intensity:
The level of illumination provided by the LED lights will not exceed the illumination produced by a single
stroke of 30 milliamp (ma) neon.

I understand that's fine. WE need to get the signs into production. WE can't do that without your approval. So we
hope to at least get a verbal and know that we need to resolve the site plan before issuance. As long as the signs meet
your requirements and square footages we can start producing them. That alone takes 2 to 3 months.

Tracey;
I attempted to review all the Chik -fil -a signs today and noticed that no approved site plan had been submitted with the
permit package. After doing a bit of research I discovered that the site plan for this new Chik -fil -a hasn't even been
approved yet. I can't complete my Zoning review of these permits until the site plan has been approved by the County.
I'll keep them moving and let other reviewers look at them, but they can't be issued until we have an approved site plan
for this site.

$85.60 For the Sign ( we can put 3 wall signs, for the same business on one application)
$45.90 for the illumination (if required)
The check needs to be made payable to the County of Albemarle. Once I receive the application, if no check is included I
cannot process until I have the fee. Any problem or questions please let me know. Thank you.

It is my understanding from our Intake staff that if fees (other than the ARB fee) have not been received the permit is
held and not distributed for review. Rebecca and I do not hold permits until fees have been received. Intake staff are the
folks who would be holding the permit.

Tracey — Your application would not be sent back due the lack of the $120 ARB review fee. The ARB fee would however
have to be received before I could issue an ARB approval letter.
As I mentioned, I do not handle the other fees. You can check with Stewart and Rebecca, but I think they will merely hold
the application (not distribute it for review) until those fees are received.

Brent, I already sent the application package in without the fees with a note stating that I would have the fees sent.
Once Rebecca and Stewart have their fees, I solemnly promise to have the fees sent in. Does that work? I do not want

Tracey - I only handle the ARB portion of the sign review. On page 2 of the attached application, under Part B #3 ARB
Review — You will need to check "Yes (This sign will be constructed in an Entrance Corridor and it does not meet the
conditions of a Comprehensive Sign Review. See ARB requirements next pages)" - and provide the $120.00 ARB review
fee with your application.
Rebecca or Stewart can tell you what your fees are under Part B #1 & #2 before you make your application.

Tracey - I am sending this email as a follow up to our phone conversation just now.

The Architectural Review Board (ARB) has given staff the following direction regarding the approval of reader boards:
• Reader boards shall have an opaque background.
• Only the letters may be illuminated, but illumination is not required.
• Reader boards shall not exceed 40% of the size of the overall sign face.
• The background color of the reader board shall be black or some other color already on the sign face.
• Construction of the reader board shall be integral with the main sign.
• The track holding the letters shall have minimal visual impact.
In your current proposal, the reader board does not have an integrated appearance with the overall sign. The
idea is to have a section of the sign allowing for changeable text without it looking like a separate reader board.
If LED is proposed, the following note limiting the intensity of the light is needed on the drawing:
The level of illumination provided by the LED lights will not exceed the illumination produced by a single
stroke of 30 milliamp (ma) neon.
The Pantone color numbers for all proposed colors, except black and white, are required on the sign drawing.
Notes are required on the drawing clearly stating that the background is to be opaque and only the text and
graphic shall illuminate.
Regarding menu boards:
4.15.16 REGULATIONS APPLICABLE TO CERTAIN SIGN TYPES
f. Menu signs. An outdoor menu sign shall be permitted as a directory sign only on a lot with a permitted drive - through use and shall
not be visible from any street.

I have looked over your attached checklist and can send you some information once I have a chance to go through the
ordinance as it applies to this site.
The site is zoned HC Highway Commercial and EC Entrance Corridor Overlay. Since its on an Entrance Corridor, it will be
subject to Architectural Review Board review /approval. Your contact for information about that will be Brent Nelson at
bnelson @albemarle.org.
I think we can start off by e- mailing you some information and then take it with follow -up (call /meeting) from there
based on any questions you have.
