Re: SDP - 2014 -00044 Lochlyn Hill — Final Site Plan
Dear Mr. Perez:
We have reviewed the final site plan for Lochlyn Hill, Phase 1B dated 5/27/14 with revisions
dated 6/27/14 as submitted by Collins Engineering and offer the following comments:
1. The proposed site plan appears to be in general agreement with the approved road plans
for Lochlyn Hill.
2. It appears that the three street trees along the south side of Lochlyn Hill Drive will
interfere with the sight distance for the intersection located just within the City limits. At
a minimum, the trees will need to be limbed to a height of 6' above finished grade.
3. It appears that the proposed 20' Access Easement that will be used to access lot 14 should
continue on TMP 061 AO -06 -1 A -01900 to the lot 14 property line.

The County of Albemarle Planning Division will recommend approval of the plan referenced above once the
following comments have been satisfactorily addressed (The following comments are those that have been
identified at this time. Additional comments or conditions may be added or eliminated based on further
review.): [Each comment is preceded by the applicable reference, which is to the Subdivision/Zoning
Ordinances unless otherwise specified.]
1. [32.5.2(a)] Setbacks. On sheet 1 of the site plan assure that the setbacks note is revised to reference "A
reduction of side setbacks from 15' to 10' is incorporated with this plan, based on the available fire flows to
the site per requirements of Zoning Ordinance Section 4.11.3 " Rev 1. Comment addressed
2. [Condition of Approval # 7, 32.7.9.7(a2) &(e)] Screening. As proposed the screening requirements
depicted on the plan do not fully meet the ordinance requirements. The plans currently only depicts a 10'
planting easement, which is not 20' depth as required by the ordinance when only landscaping is being
provided. Thus some type of opaque fence shall be provided in addition to the plantings to supplement the
screen. This fence could be a 4' tall fence in addition to the evergreen landscaping that will be depicted in
this 10' landscape easement. Revise. Rev 1. Comment addressed.
Also, the Leyland Cypress trees (approximately 2 or 3 additional plantings) and the fence discussed above
should be continued along the rear of Lot 14 within the 10' landscape easement.

3. [Comment] The 10' landscape easement recorded in DB4476PG246 does not traverse lot 21. This was
requested by surveying staff at the final sub platting stage, as Lot " as proposed t cess their garage

4. [Comment] Also, the note on sheet 3: `Access easement for lots 22 -26, no other lots shall access the
shared driveway" should be revised to include Lot 21 per discussions with surveyor during the platting of
the final subdivision. Rev 1. Comment addressed.
5. [Condition of Approval #2, 32.7.9.8(4)] Tree Canopy Requirements. For Phase IB there shall be a
minimum of twenty percent (20 %) tree canopy provided. There are 1.2672 acres for phase IB, subtract out
the Open Space provided at 0.5776 acres, which leaves 0.6896 acres of the site. Twenty percent (20 %) of
0.6896 acres is 0.13792 acres, which converts to 6,007 SF. Thus 6,007 SF shall be provided as tree canopy
for this portion of the development.
Revise the landscape sheet to provide the required plantings. Notably, the applicant can count the street trees
in this portion of the development towards canopy Gals. My calculations depict there are nine (9) River

onsite to meet the canopy requirements of this site. With these additional trees the canopy
requirements are met; however, VDOT will need to sign off on the proposed tree locations along the
roads to assure they do not conflict with sight distance requirements for the site. It appears that all of
the proposed trees are located in sight distance lines. Pending VDOT review.
6. [Condition of Approval #2, 32.7.9.8(4)] Tree Canopy Requirements. On sheet 5, under plant schedule, the
Cupressus x Leylandi (Leyland Cypress) is sited as having a canopy of 50 SF per tree; however, the
approved plant canopy list only designates 23 SF per tree for this species. Revise appropriately.

7. [Condition of Approval #6, 32.5.2(n)] Parking. On the plan six (6) guest spaces are depicted with
dimensions; however, there are no parking signs or painting stripes to mark/designate the spaces /area for the
spaces. On the plan provide the paint striping or parking signage to designate the parking area to the public.
If the applicant chooses parking signs, two signs will be required, one at the start of parking, and one at the
end. Revis- Rev 1. Comment addressed.
8. [32.6.2(f)] Street sections. On the plan provide the approved typical street sections for Lochlyn Hill Drive.

9. 132.6.2(i), 32.5.2(b)] Parking. On sheet 1, under general notes: Parking, provide the specific number of
parking spaces required and provided. A version of this information was provided on the initial site plan;
assure it's correctly depicted on the final site plan. Revise. Rev 1. Comment addressed.
10. [32.5.6(b)] Proposed use. On sheet 1, under general notes: Use, assure the maximum number of dwelling
units by type including number of bedrooms for multifamily dwellings are provided on the plan. A version
of this ' wmation was provided on the initial site plan; assure it's correctly depicted on the final site plan.

11. [32.5.2(a)] Ownership information. On sheet 1, under general notes: Ownership, assure that all the correct
owners are provided on the plan. Currently each townhome lot is owned by Craig Enterprises Inc., the open
space lots are Lochyln Hill Group LLC, and the single family lots are Dickerson Home and Development.
Revise. Rev 1. Comment addressed.
12. [32.6.2(h)] Signature panel. On sheet one (1) remove the signature line for the Agent for the Board of
Supervisors. This plan is a site plan, as such requires a signature panel for signature by each member of the
site review committee. Revise. Rev 1. Comment addressed.
13. [Comment] On sheet 1, provide the site plan number for the project: SDP2014 -44.

14. [Comment] Staff makes note that one set of bollards are being relocated to allow the townhomes access to
the alley. This is appropriate; however, the road plan shall also be revised to match this modification.
Rev 1. The applicant acknowledges this requirement.
15. [Comment] This site plan cannot be approved until Engineering, ACSA and VDOT complete their reviews
and grant their approval; comments will be forwarded upon receipt.
Rev 1. Comment still relevant, staff received approvals from ACSA and Engineering, and am awaiting
VDOT's approval.

I have reviewed the above referenced site plan. The ACSA is requiring phase 1 as- builts priorto recommending approval.
Dedication will not be required for approval but will be required for final water meters. The applicant has been advised
of these conditions and is in the process of finalizing as- builts for submission directly to the ACSA.
