RE: SDP2013 -00049 Regional Firearms Training Center - Preapplication Plan
Mr. Craft:
Your preapplication submittal has been reviewed and comments are provided below. These comments do
not constitute a final review of your project. The Agent has made a good faith effort to determine
compliance with the requirements of Chapter 18 of the Code of the County of Albemarle, and to identify
all deficiencies. It is possible that during the formal review of your application that additional comments
may be generated. Failure to identify a deficiency during preapplication review does not relieve the
project from compliance with Chapter 18 of the Code.
In accord with the provisions of Section 32.4.1.4 of Chapter 18 of the Code of the County of Albemarle
the agent has reviewed the above referenced preapplication plan and has the following comments:
Required changes. The following changes are required for the plan to comply with Chapter 18 of the
Code:
1. [32.4.1.3(a)] General Information.
a) Show boundary dimensions on plans.
b) Amend overlay district note. Site is not in scenic stream overlay district; site is along
scenic byway, but this is not a County Zoning District — clarify that byway is not part of
County Zoning.
2. [32.4.1.3(b)] Information regarding the proposed use. A landscape plan that complies with
section 32.7.9 will be required with final site plan.
3. [32.4.1.3(g)] Onsite sewage system. Show the location of onsite sewage system and setback lines
to watercourses /floodplain on initial site plan. Heath Department approval is required for onsite
sewage systems.
4. [32.5.2(1)] Streets, easements and travelways. Label proposed access road widths and curve radii.
Fire/Rescue requires 20 ft wide fire access road to within 150 ft of all of the first floor of
building. May need to widen the access road around the building and maintain a minimum of 25
ft radii on the corners. (Contact Robbie Gilmer with Fire /Rescue for questions).
5. [32.4.1.3(1)] Existing and proposed utilities. Show all existing and proposed utilities and utility
easements.
6. [32.4.1.3(m)] Ingress and egress.
a) Label width of existing driveway and curve radii of entrance.
b) Verify sight distance and check turn lane warrants. The entrance does not appear to meet
commercial entrance standards. (Contact Troy Austin with VDOT for questions).
7. [32.5.2(n)] Existing and proposed improvements.
a) Provide dimensions /maximum footprint of proposed building and future expansion
separately as well as total combined square footage.
b) Show location of any outdoor trash containers.
c) Show proposed outdoor lighting, if any.
Variations, exceptions and special exceptions.
1. [4.12.15 (g)] Waivers will be needed for the parking areas not to have curbing.
2. [4.2.5] Site shows small amounts of critical slopes along driveway and proposed building
location. Waiver may be required if slopes are to be disturbed.
Additional comments
1. This project will fall under the new VSMP process, and the applicant should ensure their concepts
work with the runoff reduction method.
Additional information. The following information is required to be submitted with your site plan
application:
1. Application [Attached]
2. Tier III or IV groundwater assessment
Staff has provided references to provisions of Chapter 18 of the Code. The Code is kept up to date by the
County Attorney's office. The Code may found on the County Attorney's website which may be found
under "Departments and Services" at Albemarle.org.
