In order for the amended site plan to be approved the following revisions are required: 1. [4.12.13(e)] Each site plan... shall provide a dumpster pad that does not impede any required parking or loading spaces, nor any pedestrian or vehicular circulation aisles. The dumpster pad area should not block travel way, it appears it will when the doors are opened. Please relocate the dumpster pad area back from travel way to avoid any impact. Revise. 2. [4.12.16(c)3] Angled Parking. Please label the angle of parking for verification. Also, provide dominions for these four spaces. 3. [4.12.17(c)2(a)] Bypass traffic. A travelway width of up to sixteen (16) feet may be required to allow for bypass traffic, when deemed necessary by the county engineer. In making this determination, the county engineer shall consider the site specific factors including, but not limited to, the length of the travelway, nature of the land use, and internal traffic circulation. Provide measurements for drive thru lanes for orders and the bypass lane. Currently the bypass lane appears to only be 11 feet wide. 4. [32.5.2(b)] On sheet 2, amendment #1 provided 50 regular spaces onsite and 2 handicapped spaces, amendment #2 provides 61 regular spaces and 2 handicapped, thus 11 new regular parking spaces are being provided. However, on sheet 1, under parking calculations 12 regular spaces are being provided with the revision (1,150 regular parking spaces from Amendment #1 and 1,162 spaces from amendment #2). Please address this inconsistency. 5. [32.5.2(a)] Zoning. Add a note that states "proffers are associated with the project ", Entrance Corridor (EC) and Airport Impact Area (AIA) to the Zoning note. 6. [32.5.2i] Streets. Label all street names on the plan. 7. [Comment] On sheet 4, Plant List, the total canopy calculations seem to have a typographical/ mathematical area. The plan lists 10,955 SF; however, when added it truly is 12,872 SF. Revise. 8. [Comment] On the plan depict and label the proposed building canopy over the drive thru. 9. [32.6.2(k) & 4.17] Lighting. Sheet 5, the cutsheets are blurry, small font and generally unreadable, revise to make them readable. Also, under note #5 it lists 0.75 as the maintenance factor; however, this truly should be 1 Light Loss Factor. Revise. Please coordinate this with ARB review. Building Inspections — Jay Schlothauer - No objections ARB — Margaret Maliszewski (8 -5 -14 comments) This proposal will be reviewed by the ARB on September 15, 2014. Comments will be available after that date. Engineering Comments — Max Greene 1. New sidewalk at proposed entrance will require CG -12 handicap ramps and stripping. 2. New entrance stop sign should be moved back behind crossing area similar to approved stop sign in approved entrance. 3. "T" sidewalk configuration is confusing and should be a straight connection to sidewalk on opposite side of proposed entrance. 4. Dumpster pad area should not block travel way when doors are opened. Please move the pad area back from travel way. 5. Please label the angle of parking for verification. It appears to be 30 degree parking. 6. Drive lanes for orders /pick -up -lane will need to be shown to verify movements can be performed without crossing into bypass lane when making turn around building. Inside radii will be shown and should be 20'. 7. Stop bar pavement marking should be placed at the exit of the drive thru lane. 8. Please show sight distance triangles for drive thru lane. Should be a minimum 100' sight distance for approval. 9. Bumper blocks should be placed in angled parking spaces to protect vehicles from hitting guard rail. 10. VSMP plans will be required with final site plan submittal. ACSA — Alex Morrison Approved Fire and Rescue — Robbie Gilmer No Objection VDOT— Troy Austin Comments attached Staff has provided references to provisions of Chapter 18 of the Code of the County of Albemarle. The Code is kept up to date by the County Attorney's office. The Code may found on the County Attorney's website which may be found under "Departments and Services" at Albemarle.org. In accord with the provisions of Section 32.4.3.5 of Chapter 18 of the Code if the developer fails to submit a revised final site plan to address all of the requirements within six (6) months after the date of this letter the application shall be deemed to have been voluntarily withdrawn by the developer.
