Beirne WW Associates, Inc 3040 Avemore Square Place Charlottesville VA 22911 RE: SDP201400060 Farmington Country Club, Southside Improvements — Minor Amendment Dear Sir: Your Minor Amendment application has been reviewed. In order for the amended site plan to be approved the following revisions are required: 1. [32.5.2(d)] Topography and proposed grading. Site improvements are impacting critical slopes (slopes 25% or greater): such as new parking area and drive aisle, and 12' wide golf cart path, and 22LF of 15' HDPE Culvert, and grading for the stormwater area. Thus a critical slopes waiver (Special Exception) is required for the site. The Special Exception shall be approved by the Board of Supervisors prior to approval of the site plan. Please provide the written request to disturb these slopes, to include required calculations. Also, please pay the applicable fee for the Special Exception ($425). Once this item is provided staff will review it and schedule it for the Board of Supervisors for review. 2. [32.6.1(6),32.6.2(i), 32.5.2(n), 4.12, 4.12.16, 4.12.17] Existing and proposed improvements. On the plan provide dimensions for all Existing and Proposed improvements, to include dimensions of buildings and all other existing and proposed improvements onsite. Revise. 3. [32.5.2.i] Streets. On the plan provide the widths of Tennis Road and Farmington Drive, and specify whether these roads are public or private. 4. [32.5.2(b), 32.6.2(i),- 4.12.6] Parking. On the cover sheet indicate the uses of the proposed structures and their correlation to the references on the plan area A, B, C, D. Also provide the total square footage for each building. Also provide parking schedule /calculations for the uses onsite pursuant to section 4.12.6, for existing uses it is appropriate to utilize previously approved parking formulas from the existing site plan. Also, assure that you include the total required and total provided parking for the site. For an example see SDP98 -067 Farmington Country Club minor site plan amendment for how they handled these calculations. [32.6.20) & 32.7.9.61 Parking lot landscaping. The plant materials may be a mixture of shade trees and shrubs and shall include one (1) large or medium shade tree per ten (10) parking spaces. On sheet 16, under parking lot landscape schedule, the Carpinus Caroliniana (American Hornbeam) plants are used; however, the approved plant canopy list categorizes these plantings as small deciduous trees. Large or Medium Deciduous trees are required to be planted in the parking lot. Please revise to provide approved medium or large shade tree type. On a side note: the Carpinus Caroliniana (American Hornbeam) plants are listed as 1 j/ caliper at time of planting; however, the approved plant canopy schedule requires these plants to be a minimum of 6 -8' tall at time ofplanting. 6. [Comment] The golf cart paths which connect to the parking lots or roads shall be signed or the pavement marked to assure these paths are not confused as access ways/ drive aisles for automobiles. As one way access ways/ drive aisles for automobiles are required to be 12' wide. 7. [4.12.13(e)] Each site plan that depicts a commercial or industrial building of four thousand (4, 000) gross square feet or more shall provide a dumpster pad that does not impede any required parking or loading spaces, nor any pedestrian or vehicular circulation aisles. Is there already a dumpster pad onsite, if so, please locate and label it on the plan. If there is not one currently onsite, one shall be provided with this addition. 8. [32.5.2a] On the cover sheet provide the height of all proposed buildings. 9. [32.5.2a] On the cover sheet under zoning, please provide the applicable SP numbers: SP98 -05 and SP97 -28 and provide a note that conditions of approval apply. 10. [32.5.2a] On the cover sheet under the title of the plan, remove reference to SDP199800074 as it does not pertain to the area being amended on this plan. Unless you have a specific reason why that plan is referenced, please remove it to avoid confusion. 11. [32.6.2(k) & 4.171 Is any new outdoor lighting proposed? If so, all lighting (including building mounted fixtures) must be shown on a lighting plan that includes a photometric plan, luminaire schedule and cut sheets for each proposed fixture. 12. [Comment] For minor site plan amendments the Planner's signature is all that is required. You may delete the other reviewers from the approval panel. 13. [32.5.2(a)] On the cover sheet provide the setback information for the zoning district. 14. [Comment] This amendment cannot be approved until VDOT, ACSA, and the Health Department complete their reviews and grant their approval; comments will be forwarded upon receipt. All other comments are provided below. Building Inspections — Jay Schlothauer No objection ARB — Margaret Maliszewski The proposed work is in the vicinity of the clubhouse, which is located at a distance from the Entrance Corridor and is not expected to be visible from the EC street. Engineering Comments — Max Greene 1. VSMP Plans will need to be approved prior to Site Plan Approval. See WP0201400068 for VSMP status. Fire and Rescue — Robbie Gilmer 1. Install a new Fire Hydrant within 400 ft per travel way of the new buildings. VDOT— Troy Austin Comments pending ACSA — Alex Morrison Comments pending Health Department -Josh Kirtley Comments pending Staff has provided references to provisions of Chapter 18 of the Code of the County of Albemarle. The Code is kept up to date by the County Attorney's office. The Code may found on the County Attorney's website which may be found under "Departments and Services" at Albemarle.org. In accord with the provisions of Section 32.4.3.5 of Chapter 18 of the Code if the developer fails to submit a revised final site plan to address all of the requirements within six (6) months after the date of this letter the application shall be deemed to have been voluntarily withdrawn by the developer. Comment addressed. Applicant responded with no new lighting is proposed now, that is to be subject of future projects. All other comments are provided below. Rev 1. VDOT approval received, Health Department no objections received, pending review by ACSA. NEW COMMENT 15. [Comment] The PDF received via email on Nov 6th helps clarify the parking. Please assure this revision makes its way into the signature set of the site plan. The only other minor thing which I note is on sheet 1, under proposed changes to parking (post development), the plan lists "Golf Road "; however, the plans do not list any such road name. I presume these are the spaces in front of the new children's play area... if this is the case, please label the name of the road on the plans to coincide with sheet 1's reference to that road.
