The Riverside Village Plans (WP0201400074) submitted 19 August 2014 have received
Engineering Review and do not appear to meet Albemarle County minimum checklist items for
approval. The Following items will need to be adequately addressed prior to final approval:
A. Street plan (SUB # TBD)
(A separate road and drainage plan is required if the property is to be bonded for subdivision.)

B. Site plan (SDP2014000043)
(A site plan is a record of zoning compliance on the property. It should not include VSMP plans.)
1. Code Chapter 18 section 32, part of the Zoning Ordinance.

C. Plat (SUB2014000138)
(A plat is a record of property division or reservation. Code Chapter 14)
1. All streets and infrastructure must be approved and bonded prior to plat approval for subdivisions
(with the exception of easements necessary for construction, access, or site plan approval).
D. VSMP: SWPPP and Pollution Prevention Plan
(The Virginia stormwater management program, stormwater pollution prevention plan application and
documents)
1. Please provide a copy of the DEQ Coverage Letter with the expiration date of June 30, 2019.
E. VSMP: SWPPP: Stormwater Management Plan
1. A complete VSMP SWPPP package was not found. A pollution
prevention plan was not found. Comments regarding the stormwater
management plan for Riverside are as follows;

1. This plan assumes the use of type IIC technical criteria, which has not been established. Provide
evidence of state coverage per 9VAC25- 870 -47. This plan is not applicable for grandfathering
under 9VAC25- 870 -48 as the zma was approved after July 2012. The rest of these comments
assume you can establish grandfathering. If that is not the case, no comments are applicable,
and the plan must be redesigned under the IIB criteria.
2. Infiltration systems cannot be approved without passing soil tests being performed prior to plan
approval. Please provide tests verifying soil infiltration rates, and sufficiently low groundwater
tables, and evidence that these areas of ground have not been disturbed with current ongoing
grading activities.
3. There is not enough detail on the plans for a complete review. All BMP's need to have details,
profiles and sections drawn to scale, showing existing and final grades, layout, access, and
control structures.
4. Infiltration systems cannot be approved in fill areas.
5. Each BMP must have a properly sized forebay area that can be accessed for regular
maintenance.
6. Please provide design computations for water quality sizing of facilities. None were found.
7. A sump must be provided at inlets 132 -133 for capture of the 10year storm. Similar assurances
should be provided for each facility.
8. The drainage system must capture the 10year storm for the stormwater management concept to
function. The inlet computations do not demonstrate this.

F. VSMP: SWPPP: Erosion and Sediment Control Plan
1. Paved construction entrance detail is not correct. Please use the detail from the Albemarle County
Design Standards Manual.
2. Please update narrative to existing site conditions.
3. Existing site topography does not match site. Early grading has occurred and what contractor has done
to site may not match early grading plans. Existing topography will need to be accurately shown on
plans.
4. Proposed grading South of entrance along Route 20 does not appear to have adequate E &SC
protection.
Additional comments and /or corrections may be forthcoming due to level of requested changes.
G. Mitigation Plan
(A mitigation plan is a plan of buffer disturbances, and replanting or restorative measures)
1. An area equal to twice the disturbance should be planted as mitigation.
2. Planting should follow the Ches -Bay Buffer Guidance Manual.

Once these comments have been addressed, please submit 3 copies of the revised plans, calculations, and
narratives to Current Development Engineering.
