Re: SUB -2014 -00111 Wintergreen Farm Preliminary Plat
Dear Ms. Falkenstein:
We have reviewed the preliminary subdivision plat for Wintergreen Farm dated 77.14 as submitted by
Collins Engineering and offer the following comments:
1. The proposed street layout does not satisfy the Multiple Connections in Multiple Directions
standard as defined in the Secondary Street Acceptance Requirements. An attempt to provide a
connection onto Redfelds Road appears to be necessary to meet this standard.
2. Sight lines need to be provided at the intersections to ensure adequate sight distance. At locations
that have questionable sight distance, sight line profiles should be provided. One such location is
the intersection of Sunset Avenue Ext. and Cooper Avenue.
3. The emergency access shown onto Sunset Avenue Ext. should be located at a safer location if
possible instead of the three -way stop condition intersection. If a second street connection is
possible onto Redfields Road, this emergency access should be able to be eliminated.
4. There appears to be significant grade challenges with the proposed extension of Hatcher Ct. A
more detailed view of the grading plan at this location should be provided to demonstrate that the
extension can be made without damaging the adjacent property.
5. The pavement design indicates that the depth of the aggregate will be 5 " -8 ". The minimum depth
of the aggregate is 6" per the Pavement Design Manual.
6. The typical street section should indicate that the right -of -way is at least P beyond the sidewalk.
7. The street alignments and locations may need to be modified as the road plans are designed and
reviewed for approval.
