The current bond amount is $339,920 for Grey Heron Road. Due to the level of completion of the as -built road and drainage submittal the road bond can be reduced to $120,170 at this time. Thank you for the submittal of the Stormwater system video with as -built utility plan. The video appeared to show the pipes were not RCP as stated on the plan nor installed properly resulting in deformation and alignment problems creating depressions for sediment and pockets of water for mosquito breeding areas. The pipe under the entrance to Grey Heron Road needs repair /cleaning, the inlet could not be located and the outlet was mostly buried in sediment. There were also undetermined deposits that need to be removed/cleaned from the stormwater system prior to acceptance. The video did not adequately investigate the pipe connections and further investigation for adequate pipe connections is required. The pipe deformation appears to show inadequate bedding and pipe installation per design specifications for plastic pipe. The pipe will need to be either re- installed with proper bedding and backfill or a certified engineer's report stating the pipe is within design tolerances for deformation, bedding and installation and meet or exceed the manufacturer's specifications for plastic pipe installation. Excavations should be preformed to verify bedding and installation. Excavation locations will be in accordance with pipe video locations of interest. Please contact this office for locations prior to excavation. In either event the crushed pipe sections will need to be replaced and the outlet into the SWM basin repaired. Inlet inverts are holding significant amount of water and should have inlet shaping to allow water to drain from structure. The access path to the basin was non - existent and needs to be installed with an access point through the fence. There is also an eroded channel along the location of the plated access way that will need repair. Please complete the required documentation prior to submitting another bond reduction request. I have itemized the list to help facilitate adherence to the County requirements. Please note inadequacies in sections lc, ld, le, 2a, 2dix, 2dxi (1 &2), and 3. 1. Tests and Inspections: a. CBR test: i. Appear adequately addressed at this time. b. Stone depth Inspections: i. Appear adequately addressed at this time. c. Fill compaction reports: i. Not found in submittal package. d. Pipe and drainage structure video inspection or equivalent: i. See comments above. e. Base and surface pavement inspections, documenting materials, thickness and compaction: i. Not found in submittal package. Road surface appears to be a base coat only. f. Concrete tests: i. No concrete testing is required. g. Structural and related inspections for any bridges and foundations: i. Not required, no bridges or foundations for roads on plans. 2. As -built plans and plats (refer to As -Built Road Plan Policy) a. Sign and date, and seal each sheet by a professional engineer or surveyor. Original signature is required, no photo copied signatures. b. Name and address of preparing firm: i. Has been provided on as -built road and utility plan. c. As -Built Label: i. Location of all proposed vs. Constructed items associated with the road construction must be shown. The items include, but are not limited to the following: i. Horizontal alignment: 1. Appear adequately addressed at this time. ii. Vertical alignment: 1. Appear adequately addressed at this time iii. Edge of pavement: 1. Appear adequately addressed at this time. iv. Culvert, pipes, and Drainage Structures: 1. Appear adequately addressed at this time v. Ditch Lines: 1. Appear adequately addressed at this time. vi. Drainage Easements: 1. Appear adequately addressed at this time. vii. Guardrail: 1. Not Applicable for this project review. viii. Right -of -way and Associated Easements: 1. Appear adequately addressed at this time. ix. Pavement Designs: 1. The as -built pavement design detail on the submittal implies the top coat has been installed, but the size of stone in the asphalt implies a base coat mix and no top coat is present. Please submit paving contractor documents as proof of pavement application or core the road per VDOT standards for verification. x. Street Trees: 1. Not required for this plan. xi. Signs: 1.
